CONTRACT COMPLIANCE OFFICER
PURCHASING
CITY OF WORCESTER

The City of Worcester is seeking qualified applicants for a Contract Compliance Officer (CCO) for the Purchasing Division in the Department of Administration and Finance. Under the direction of the Purchasing Agent, the position is responsible for the oversight and administration of the City's contract compliance programs as they pertain to public construction projects and the associated Bid Invitations, Requests for Proposals (RFP), Requests for Qualifications (RFQ) and any other similar solicitations. Monitoring, reporting, analysis and enforcement of compliance with these programs including the City's Responsible Employer Ordinance and Minority and Women Business Enterprise and Worker Utilization Goals. Monitoring and enforcement of prevailing wage compliance on all City public construction projects across all departments. Maintain presence at each work site and interview workers, supervisory personnel, and others regarding prevailing wage compliance and other City compliance related policies and procedures. Investigate complaints of violations of prevailing wage law on City public construction projects. Assist the Purchasing Agent and Assistant Purchasing Agents with other departmental duties, including bid solicitations as needed. The CCO is an outreach-oriented position requiring strong communication and organizational skills. The CCO shall serve as an immediate resource to all bidders and departments regarding prevailing wage information and enforcement on all projects and will apply a high ethical standard on behalf of the City.

ESSENTIAL ELEMENTS:



  • Oversee and administer the City contract compliance programs, policies and procedures.
  • Monitor and enforce prevailing wage compliance on City public construction bids/projects.
  • Visit construction sites on a regular basis.
  • Maintain a presence at each construction site.
  • Review certified payroll records for accuracy and compliance with the set of prevailing wage rate sheets issued for each project.
  • Monitor and administer all documentation in enforcement of compliance with the City's programs for minority and women owned business goals and also women utilization.
  • Attend pre-bid, pre-construction and other meetings as required to ensure compliance with these programs.
  • Attend meetings outside of normal working hours to promote City's programs as needed.
  • Provide regular reporting on all contract compliance activities on City's public construction projects.
  • Provide other reports as requested by Purchasing Agent.
  • Maintain fairness and integrity and promote impartial and equal treatment to all who wish to conduct business with the city.

  • Attend and participate in staff, department or other meetings, conferences, on committees, and task forces.
  • Follow and adhere to department or city government rules, regulations, and policies or procedures.

SECONDARY ELEMENTS:



  • May be required to research archive records in a storage environment.
  • Assist the Assistant Purchasing Agent - Construction in the administration of any c. 149 and c. 149A bids/solicitations.
  • Other duties and special projects, as assigned, including urgent and emergency construction.


REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:



  • Knowledge of basic construction administration principles and practices.
  • Knowledge of labor compliance laws.
  • Ability to acquire knowledge of the laws of contracts.
  • Ability to read and interpret state laws, local ordinances and agency policies and contracts as they pertain to the contract compliance and bidding processes.
  • Ability to perform mathematical computations used in the certified payroll and worker statistical processes.
  • Computer proficiency including Microsoft Office Suite (Word, Excel, Outlook).
  • Strong written and verbal communication, and interpersonal skills.
  • Ability to bend and reach and lift up to 40lbs.
  • Ability to visit construction sites and other City departments and communicate with workers, contractors and other management staff.
  • Strong attention to detail and organizational skills.
  • Regular on-site attendance is required.


MINIMUM REQUIREMENTS:



  • Associates Degree in business or Public Administration, Labor Relations, or related field
  • One (1) year of public construction experience.

    • Any equivalent combination of education, training and two (2) years of relevant experience which provides the required knowledge, skills and abilities to perform the essential functions of the job will be considered in lieu of the above mentioned requirements.


  • MA Certified Public Purchasing Officer (MCPPO) Certification - Construction or the ability to obtain within one (1) year of employment
  • Valid driver's license and access to reliable transportation
  • Excellent communication skills


PREFERRED QUALIFICATIONS:



  • Bachelor's degree in business or Public Administration, Labor Relations, or related field
  • Three (3) years of public construction experience
  • Two (2) years of experience working in an office setting
  • Experience in public or government purchasing/procurement
  • MA Certified Public Purchasing Officer (MCPPO) Certification


SALARY RANGE: $69,898 - $91,542 annually, full-time, exempt with an excellent benefits package.
