POSITION OVERVIEW AND PRIMARY DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS):

Alutiiq Operations Services, LLC has an exciting opportunity for a Contract Specialist supporting Tinker Air Force Base located in Oklahoma City, OK. The Contracts Specialist is responsible for a wide variety of procurement and contracting duties including drafting contracts, task orders, work requests and interagency agreements; preparing bidding documents and conducting bidding processes; ensuring all legal, insurance and bonding requirements are met prior to contract execution; preparing reports; recording documents; maintaining the contract log and filing system; and working with project managers to administer active contracts.



  • Provides independent analysis to improve processes for a contract management system. Analyzes data gathered and develops solutions or alternative methods of proceeding. Confers with personnel concerned to ensure successful functioning of newly implemented systems or procedures.
  • Assess and apply multiple organizational and management improvement techniques in a government environment to include improving analysis for tracking updates, report management and the creation of user guides and standard operating procedures.
  • Support data requirement deliverables. Manage all actions are tracked in the contract management tool and delivered in accordance with contract requirements. Manage and maintaining metrics and related documentation.
  • Maintain and Evaluate Microsoft Teams channel. This involves creating membership/access for contracts as new user accounts are added, deleted, or modified within the contract management system. Maintenance of communication materials within the Teams channel to ensure information is current and relevant. Monitor questions and concerns posted within the Teams channel and coordinate with the appropriate personnel to respond.
  • Provide Performance Evaluation Committee support through the organization of evaluations, report development, preparation, and scheduling of meetings, capture of meeting minutes and action tracking.
  • Support contract phase-in and start-up activities. This includes but is not limited to; document formatting, data entry within the contract management tool, tracking work package submissions and transition activities.

REQUIRED QUALIFICATIONS AND EXPERIENCE:

  • Requires a bachelor's degree or 24 semester hours of coursework in a business-related field of study.
  • Formal and informal competitive bidding principles and processes and legal requirements.
  • Knowledge of Records management principles and procedures and maintenance of files and file systems
  • Must be a U.S. citizen
  • Self-starter, detail-oriented with excellent organizational, time management, communications, and customer service skills.
  • Strong understanding and experience with O365, Microsoft Teams and data management software.


Preferred Qualifications and Experience:



  • Four-year degree in a related field.
  • At least three years' experience with competitive bidding processes, preparing a variety of contract documents; writing, administering, and enforcing contracts and legal agreements.
  • Three years' experience managing records
