General Position Description

The Director of Safety and Health leads the strategic development, implementation, and continuous improvement of the company's Safety, Health, and Environmental (SHE) programs across all domestic and international federal construction projects. This role ensures compliance with all applicable federal, state, local, and contract-specific safety regulations-including EM 385-1-1, OSHA, and UFGS 01 35 26-and fosters a proactive safety culture that prioritizes risk mitigation, operational excellence, and workforce well-being.

Responsibilities



  • Program Leadership & Compliance


    • Direct the execution of the corporate SHE program in alignment with U.S. Army Corps of Engineers (USACE), NAVFAC, and other federal agency requirements.
    • Ensure compliance with EM 385-1-1, OSHA, EPA, DOT, and contract-specific safety standards.
    • Oversee implementation of Accident Prevention Plans (APPs), Site Safety and Health Plans (SSHPs), and medical surveillance programs (e.g., HAZWOPER, respiratory clearance).


  • Team Management & Field Oversight


    • Lead and mentor a geographically dispersed team of Safety and Health Managers and Site Safety and Health Officers (SSHOs).
    • Ensure appropriate staffing levels and technical competency across all active projects.
    • Conduct regular site visits and audits to assess compliance, coach field teams, and reinforce safety expectations.


  • Incident Prevention & Response


    • Lead root cause investigations using structured methodologies (e.g., 8D) and ensure timely implementation of corrective actions.
    • Interface with insurance providers, regulatory agencies (e.g., OSHA), and clients on incident reporting and resolution.
    • Coordinate with occupational health providers on injury case management and return-to-work protocols.


  • Strategic Planning & Continuous Improvement


    • Analyze safety performance trends and lead initiatives to reduce risk and improve leading indicators.
    • Collaborate with Operations and Project Management to integrate safety into project planning and execution.
    • Evaluate program effectiveness and ROI; manage safety-related budgets and resource allocation.


  • Training & Communication


    • Oversee delivery of required training (e.g., OSHA 10/30, HAZWOPER, Fall Protection, Confined Space).
    • Ensure timely communication of safety expectations, lessons learned, and regulatory updates to all stakeholders.



Qualifications



  • For Security Clearance Requirements - must be a US Citizen, as required.
  • 10+ years of progressive safety leadership experience in federal construction, industrial, or environmental sectors.
  • CSP or CIH certification (or in active pursuit).
  • Demonstrated expertise in EM 385-1-1, UFGS 01 35 26, and OSHA standards.
  • Proven ability to lead multi-site safety teams and influence cross-functional stakeholders.
  • Strong analytical, communication, and organizational skills.
  • Proficiency in Microsoft 365 and safety management systems.
