Description
Position Description The Implementation and Evaluation Analyst's (IEA) primary responsibilities include coordinating and aiding in the development of implementation and evaluation related language for use in OPTN policy proposals; systematically tracking, analyzing and preparing written reports on implementation and monitoring activities; designing, creating and distributing a publicly available Evaluation Plan; and Acting as a subject matter expert and coordinating with other Member Quality subject matter experts for UNOS staff and OPTN Committees regarding implementation and monitoring related issues. The Implementation and Evaluation Analyst is an integral part of a cross-functional team within the Member Quality Department and cross-organizational by supporting other committee-related work, as needed. The IEA serves as a primary point of contact and subject matter expert for all OPTN monitoring activities and as such, may be required to engage with all levels of transplant and donation professionals, OPTN leadership, HRSA, and UNOS senior leaders. Key Responsibilities
- Develop implementation and monitoring plans for OPTN policy proposals: Facilitate aspects of the OPTN policy development process associated with policy implementation and ongoing policy evaluation. Participate in in OPTN Committee calls, including leadership, work group, and internal team calls to ensure Member Quality has the necessary representation in order to assist the Committees in considering implementation and monitoring issues associated with ideas under consideration.Inform Member Quality's leadership team and other MQ stakeholders on possible policy changes. Aid in the development, preparation, and delivery of implementation and evaluation plans for national distribution. Manage and aid in the facilitation of Member Quality's review of public comment proposals and briefing papers as part of cross-departmental review. Solicit, document, and incorporate Member Quality staff and management input into the proposed post-implementation compliance monitoring and the Member Quality Resource Assessment Impact Statements (RAIS).This includes evaluating Member Quality's resources required to develop, implement, and monitor various policy projects and organizational initiatives.
- Lead Member Quality's response to compliance monitoring practices and other compliance related questions: Collaborate and coordinate with internal teams as needed to develop educational tools such as webinars and FAQ documents for OPTN members and the public. Coordinate Member Quality's involvement in webinars. Develop and facilitate training of Member Quality staff on policy and bylaw changes prior to implementation.Serve as the primary liaison between Member Quality and Professional Education, Communications, IT, Research, Policy, and Patient and Member Relations for implementation and monitoring related issues and associated educational efforts. Evaluate and coordinate with other Member Quality staff the response to inquiries regarding Member Quality monitoring activities from these and other UNOS departments. As requested, draft and review communications to OPTN members including system notices, articles and clarifications, and provide input on possible impacts on monitoring activities and members' ability to comply with requirements. Work independently and with other IEAs, Senior Site Surveyor of Monitoring and Member Quality management as needed to answer compliance related questions from members. Identify issues requiring broader Member Quality input, and coordinate response with appropriate staff and Member Quality leadership.
- Analyze monitoring activities for effectiveness and consistency: Facilitate Member Quality staff review and analysis of ongoing monitoring activities for consistency with the monitoring plan proposed at the time the policy was approved. Routinely analyze monitoring activities for effectiveness and currency. Consistently make recommendations for improvements as needed. Lead post-implementation compliance monitoring reporting and presentation in conjunction with post-implementation policy evaluation reports where applicable.
- Maintain the OPTN Evaluation Planand other monitoring and compliance reference tools available for OPTN members: Ensure publication deadlines are routinely met and adhere to 508 compliance standards. Assist in the development of department technologies to track Evaluation Plan changes and generate updates. Utilize technologies as appropriate. Create and maintain written tools such as work instructions and process maps.
- Facilitate the Membership & Professional Standard Committee's (MPSC) review of other OPTN Committees' projects and member compliance monitoring operational guidelines: Assist with the creation and presentation of the summary report for all OPTN public comment proposals and/or projects soliciting MPSC feedback. Recommend proposals appropriate for MPSC review due to the potential effects of the implementation and evaluation plan on the MPSC's monitoring activities and members' ability to comply with policy requirements. Summarize, document and communicate MPSC feedback to appropriate OPTN committees and posting to the OPTN public comment website. Facilitate the MPSC's engagement in the policy and bylaw development process.
- Support the Member & Professional Standard Committee's monitoring activities and community engagement: Identify areas of policy that can be improved to improve the MPSC's ability to monitor members and maintain patient safety. Work across teams in Member Quality to identify areas of ongoing issue that could be resolved through a policy modification. Lead the MPSC's policy referral process and articulate MPSC priorities and concerns to various OPTN Committees. Track and assist with the MPSC's community engagement priorities. This includes, but is not limited to, drafting language for targeted outreach, tracking community or educational engagements, and leading or supporting MPSC priorities.
- Assist with special projects as needed: Lead or participate in projects as requested, particularly projects regarding the implementation of approved policies, HRSA directives work, OPTN leadership initiatives, and other organizational priorities.
Minimum Requirements
- 5 years of compliance audit, healthcare policy, health administration, organ transplantation or other related experience required.
Critical Skills
- Excellent oral and written communication skills required, including legal and technical writing.
- Excellent project management skills are required and will be reflected in the analyst's ability to organize time, prioritize responsibilities, and meet deliverables in a highly team-oriented culture.
- Must have solid analytical and critical thinking skills to be able to assess complex issues, accurately identify and assess potential risks, and propose solutions.
- Ability to understand, apply, and explain policy and bylaw requirements essential. Ability to identify potential problems and propose solutions necessary.
- Must be able to manage multiple projects and prioritize time-sensitive requests.
Additional Skills & Qualifications
- 1-2 years minimum progressively responsible work experience in transplantation and/or transplantation policy is highly desired.
- Experience involving healthcare or public health compliance audit or analysis, legal or technical writing, project management and/or process improvement desired.
- Experience working in a collaborative team-orientated environment desirable.
- Strong interpersonal skills for interaction with all levels of management necessary.
- Must be able to effectively contribute to both conceptual and data-driven group projects in a collaborative manner.
- High attention to detail and devotion to continuous process improvements and customer service required.
- Must be independent worker and self-directed.
- Must be proficient in Microsoft Business which uses Word, Access, Excel and PowerPoint.
Education
- 4-year degree in public policy, public administration, health administration, nursing, social work, law or other related field of study, or equivalent professional work experience required.
- Advanced degree is highly desired.
