POSITION OVERVIEW AND PRIMARY DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS):

GENERAL ENGINEER Grade Levels: I, II, III, IV, and V


Provide expertise, advisement, coordination, and recommendations on all phases of construction management and implementation in direct support of the Bureau of Overseas Buildings Operations, Office of Facilities Management (OBO/FAC). As a member of OBO/FAC, advise on how to meet project needs, and advise on construction observation activities. Advise members of the OBO/FAC team to promote effective support of construction and oversite operations, as well as agency-specific operations. Maintain accurate records of buildings, ancillary structures, facility assets/equipment, and materials. Interaction with other contractors will be required.


a) Serves as a principal advisor to OBO/FAC and oversees the planning, organizing,coordinating of activities, resources, equipment, and information for large single and/ormultiple projects.


b) Advises on the development and implementation of comprehensive project schedules andthe presentation, review and tracking of approved project(s) changes and manages theproduction of updated schedules.


c) Works closely with OBO/FAC and post Facility Managers to ensure contract stipulationsand requirements are properly followed by all contractors who perform maintenance,repair and construction activities/projects in support of OBO. Reports to the OBO/FAC


Division Chief or other designated representatives within OBO/FAC or missions overseas.


d) Identifies a variety of alternatives for meeting current and anticipated project requirementand advises on how to meet project needs from the availability of contractors and theirexpertise to the employable use of local assets (i.e. USG or contract). Recommends the


most viable options and develops action plans and strategies to implement approvedoptions.


e) Ensures that all required project actions are understood and carried out in accordance withthe decisions and directions of senior leadership, including following up on decisions andensuring the completion of required actions in a timely manner.


f) Advises appropriate DOS personnel on the preparation of reports, papers, and otherdocuments for senior leadership, including sensitive documents for OBO-level and/or Chiefof Mission-level action.


g) Ensures that all documents are well-written, in proper format, timely, complete, and fullycoordinates with other affected organizations. Oversees the preparation of meetingminutes, presentations and reporting documents; the compilation and proper filing of


project documents; and the development and/or review planning documents.


h) Develops detailed written assessments of the effectiveness of OBO/FAC projects. Identifiesareas of potential improvement in efficiency and effectiveness and recommends specificactions to bring about needed improvements.


i) Works closely with the key stakeholders in planning complex, high priority special projectsinvolving OBO/FAC and post Facility Management; coordinates the involvement ofarchitectural, civil/structural, mechanical, electrical, and specialty disciplines; and provides


support in project planning, review, bid, and construction phases.


j) Enlists the support of other staff as necessary to accomplish project objectives within theestablished timeframes.


k) Ensures all project objectives are met and that resulting recommendations for action aresound and practical and include implantation plans. Follows up to ensure that approvedrecommendations are successfully implemented.


l) Provides technical guidance and advice to employees assigned to OBO/FAC and postFacility Management. Performs annual training as required for efficiency and compliance.m) Develops and trains personnel on project functions.

REQUIRED QUALIFICATIONS AND EXPERIENCE:

CLEARANCE LEVEL: The clearance level (Secret or TS) will be identified in the task order request.


Required Qualifications


The General Engineer (Levels I, II, III, and IV) shall meet the below qualifications.


a) Bachelor's degree


b) Must have a working knowledge of MS Project.


c) Must maintain a valid driver's license to operate Mission vehicles.


d) Must have good working knowledge to identify and mitigate safety hazards and capableto ensure Facilities comply with local environmental, U.S. OSHA and local safetystandards.


e) Mastery of project management concepts, methods, and best practices to provide expertguidance to OBO/FAC and post Facility Management in meeting short and long termoperational requirements and in developing plans that optimize operational efficiency


and effectiveness in the assigned project management and support area.


f) Mastery of the full range of principles, concepts, methods, and practices in projectmanagement required to oversee the planning and execution of operations and to ensurecoordination with other related activities.


g) Knowledge of regulations governing the acquisition of equipment, personnel, andsupplies required to support Embassy operations. Ability to manage critical, timesensitive projects that require extensive coordination across program and organizational


lines within the Mission, the Department, and with other USG agencies and non[1]governmental and private organizations; and the efficient management of assignedresources including government and contractor staff needed.


h) Ability to take decisive action and obtain consensus on operational requirements onbehalf of management.


i) Ability to interact effectively with individuals in garnering cooperation and support forkey planning, operations, and management initiatives in the assigned program area.


j) Ability to provide guidance and work effectively, cooperatively, and harmoniously in amultidisciplinary team environment under considerable stress and tight deadlines, andwith minimal supervision in meeting demands associated with a high profile, results[1]driven activity. Ability to communicate effectively, both orally and in writing to plan,organize, coordinate, and oversee operations, provide advice and guidance, reconcileconflicting viewpoints, negotiate agreements with various stakeholders, resolve complexand often controversial technical and management issues, and represent OBO/FAC in avariety of forums.


k) Real property post-construction operations and maintenance for major building systemsper UNIFORMAT system.


l) Organizational level data management experience.General Engineer Level V Additional Requirement and Responsibility


* Technical Skills:


o Advanced knowledge of engineering principles, practices, and methodologies.


o Proficiency in using advanced engineering software and tools.


o Strong analytical and problem-solving skills with the ability to develop innovativesolutions.


o Expertise in project management, including budgeting, scheduling, and resourceallocation.


* Communication:


o Excellent verbal and written communication skills, with the ability to presentcomplex technical information to non-technical stakeholders.


o Strong interpersonal skills with the ability to collaborate effectively with cross[1]functional teams.


* Responsibilities:


o Oversee the planning, design, and execution of complex engineering projects,ensuring they meet technical specifications, budget constraints, and timelines.


o Provide technical guidance to engineering teams, ensuring adherence to bestpractices and industry standards.


o Conduct regular project reviews and risk assessments, recommending correctiveactions as necessary to ensure project success.


* Education and Experience:


o Master's degree in Engineering or a related field from an accredited institution.


o Minimum of 10 years of progressive engineering experience, including at least 5 years ina senior engineering role.


o Project Management Professional (PMP) certification is preferred.


o Demonstrated experience in leading large-scale engineering projects and teams.Additionally, broken down by Level, the General Engineer is required to meet the below
