This position will work a hybrid schedule which includes a combination of working both onsite at La Jolla and remote.

DESCRIPTION

Established in 1978 at the UC San Diego Medical Center, the Department of Emergency Medicine (DEM) combines the benefits of an internationally renowned university with a large academic hospital. The UC San Diego Medical Center and the DEM is leading an effort, funded by the Federal Office of the National Coordinator, to foster data exchange, interoperability, and clinical integration to improve healthcare efficiency and patient outcomes among San Diego County community healthcare providers.

Under the direction of the Admin Vice Chair, Research Administration Supervisor manages the daily operations of the fiscal and administrative functions of Research Pre and Post award for the DEM. The incumbent supports all duties needed for submission of proposals and management of awards. The incumbent and staff will manage the full range of sponsored research mechanisms and sponsors including recharges, clinical trials, lsa, gifts/fellowships, grants and contracts. Will train and supervise sponsored projects fund managers in the areas of pre and post award contracts and grants administration. Responsible for the establishment and management of proposal process, award acceptance, financial reporting for faculty and agencies, for all sponsored projects funding.

The incumbent will foster the development of superior fund managers, encouraging senior experienced staff; training journeymen staff to become fully functional.

The Research Administration Supervisor must foster excellent relations with department staff and faculty. The incumbent will be the primary communication support for research related policy and procedure, directly with faculty and with department staff, and will manage communications and problem solving for faculty grants and contracts matters, escalating to the level of Department Chair and MSO as needed.

Supervises a small staff of Research Administrators working on grants or contracts according to established policies and management guidance. Recommends changes to department policies and practices. Receives assignments in the form of objectives with goals and the process by which to meet goals. Exercises judgment within defined procedures and policies to determine appropriate action. Identifies risks and responds accordingly. Provides priority setting and work flow analysis. Performs other duties as assigned.

MINIMUM QUALIFICATIONS
  • Nine years of related experience, education/training, OR an Bachelor's degree in related area plus five years of related experience/training.

  • Working knowledge of contracts and grants transactions and applicable financial systems, as well as related policy, accounting and regulatory compliance requirements.

  • Proficiency in use of common desktop / web applications.

  • Thorough knowledge of and ability to interpret and apply sponsor, institutional and departmental policies. Knowledge of current compliance regulations in all areas of research administration.

  • Ability to manage high volume and complex transactions.

  • Ability to perform highly complex financial analysis and customized reporting.

  • Thorough knowledge of policy and its interpretations.

  • Demonstrated advanced knowledge of generally accepted accounting, fiscal and reporting principles.

  • Demonstrated advanced competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports.

  • Strong interpersonal skills, service orientation, ability to multi-task effectively in a varied, high volume environment, judgment and decision-making, reasoning, ability to develop original ideas to solve problems, and effective verbal and written communication skills.

  • Strong, proven in depth experience in pre- and post-award administration, accounting, and budgeting. Skill and experience with complex multi-institutional awards, sub-awards, contracts, etc.

  • Demonstrated management and leadership skills and experience in a variety of functional areas.

  • Strong demonstrated ability to manage and supervise a large and diverse group of staff. Demonstrated skill in conflict resolution and team development. Ability to provide daily workflow direction, set priorities, and manage several tasks at once.

  • In-depth knowledge of federal and non-federal agency requirements and regulations for sponsored research and state instructional monies coupled with extensive knowledge of university policies and procedures regulating the administration of an academic department's business office.

  • Strong, demonstrated fiscal/accounting skills. Demonstrated experience with and knowledge of finance, general accounting practices, business management, fund accounting, audit trails, and use of cost-centers.

  • Demonstrated experience in researching, analyzing, interpreting and evaluating complex information with an understanding of complex financial policies and issues. Skill in utilizing multiple resources and references, including policy and procedures manuals, various websites and campus offices for acquisition of information.

  • Proven experience and ability to interpret, analyze and identify spending patterns, format special financial reports and communicate budgetary information using complex data, rules, regulations and resource materials.

  • Knowledge of various indirect cost rates and how they are applied to different funds: contracts and grants, purchase orders, recharge facilities.

  • Demonstrated skill in applying organization and management theories, cost and budget analysis in order to analyze large quantities of financial data, extract pertinent data, compile financial models, analyze and present data effectively, and ability to prepare accurate financial reports in various formats.

  • Strong proven ability to collaborate and communicate effectively, diplomatically and professionally at all organizational levels, both verbally and in writing. Ability to maintain a professional attitude during interaction with a wide variety of personalities and circumstances.

Pay Transparency Act

Annual Full Pay Range: $97,200 - $182,000 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $46.55 - $87.16

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
