Pay Range

$160,680-$196,752 Annually

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting; pay will not be below any applicable local minimum wage. An employee's position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.

Job Description

We're looking for a manager to oversee HR process and product operations as we transition to Oracle HCM Cloud. You will serve as a part of the leadership team for the HR Operations Service Center. You will have responsibility to lead a team of up to seven exempt level professionals and collaborate with IT to support Human Capital Management (HCM) applications.

HCM applications span Talent Acquisition, Workforce Management, Benefits, Compensation and HR Service Delivery functions and are delivered using Oracle HCM Fusion Cloud, Peoplesoft 9.2, Smart Recruiters, and Service Now products. This position is in the Human Resources (HR) Directorate.

This position offers a full-time off-site work schedule. You will collaborate and contribute through virtual interactions. Occasional on-site presence to meet business needs may be required.

This is a Flexible Term appointment 1 year in length.

You will

  • Lead the development of a team and individual staff by providing vision, coaching, and resources for success.
  • Lead and measure continuous improvements to HR Help Desk service and products.
  • Partner effectively with IT to keep the lights on in legacy PeopleSoft applications while a dedicated project team designs and implements Oracle HCM Cloud.
  • Manage the HR product governance process to ensure all changes to HR products are prioritized and fit the HR roadmap.
  • Partner effectively with the HCM project team to effectively scope and prioritize needed HR systems improvements.
  • Identify opportunities to optimize business results and HR service delivery through new or existing technology.
  • Manage the review of release notes, impact analysis, and testing efforts for Oracle quarterly releases and monthly patches.
  • Strengthen and grow business analyst capability through selection, development, and cross training to ensure Core HR system knowledge and process is adequately supported and documented.
  • Mature rigor in process analysis and mapping, system requirements documentation, and testing.
  • Contribute to the development and execution of a multi-year business and technology transformation roadmap.
  • Develop and execute communication plans that build adoption for change using a collaborative approach.
  • Organize team to develop self-service resources and training that supports end user understanding and adoption of HR services and products.
  • Drive improvements to HR system(s) access process and controls.
  • Serve as a project leader on highly visible improvement initiatives which require significant integration and influence with various parts of HR and other functions such as Finance, Legal, IT, and Staff Relations.
  • Perform quantitative and qualitative analysis to develop data-based stories around HR impact and strategy.
  • Serve as a delegate for the HR Operations Division Leader, which may require giving presentations about the HR function or organizational performance to senior executive management or NNSA Livermore Field Office.
  • Perform other duties as assigned.

Qualifications
  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor's degree in Business, Human Resources, Management Information Systems or equivalent combination of education and related experience.
  • Experience defining and delegating work effectively and working issues across all levels.
  • Strong executive presence and ability to translate complex topics into actionable recommendations.
  • Extensive experience developing, implementing and managing HR operational policy and process.
  • Experience leading and managing multiple, integrated projects dependent on cross-functional collaboration.
  • Ability to independently identify, analyze, and develop solutions for complex problems.
  • Broad experience developing HR or Business Technology systems or working across HR functions.
  • Experience making decisions with organizational and institutional impact.
  • Highly skilled in negotiating mutually acceptable outcomes.

Qualifications We Desire

  • Prior supervisory and team building experience.
  • PHR/SPHR professional certification.
  • PMP/SCRUM certification.
  • Experience leading or supporting enterprise resource planning (ERP) transformation.
  • Experience with cloud-based HR Technology such as Oracle HCM Cloud, Workday, or SAP SuccessFactors.
  • Experience with PeopleSoft, Service Now, or Jira applications.
  • Experience managing recurring cloud application releases.
  • Experience applying industry best practices for software quality assurance or agile project management.

This is a Flexible Term appointment, which is for a definite period not to exceed six years.If final candidate is a Career Indefinite employee, Career Indefinite status may be maintained (should funding allow).
