Job Description:

  • The job requires planning and implementing all aspects of the FSS program with the goal of meeting or exceeding HUD's guidelines for enrollment in FSS.
  • The position reports directly to the Director of Housing Choice Voucher Services.


Essential Functions:

  • Ensure services coordination (case management) responsibilities for all FSS participants.
  • Manage the overall operations and activities of the FSS and Homeownership program.
  • Ensure compliance with FSS and Homeownership HUD requirements.
  • Prepare monthly FSS newsletters and assist with preparation of monthly HCV newsletters.
  • Ensure to identify candidates for HCV Homeownership.
  • Ensure a minimum number of annual HCV Homeownership closings.
  • Ensure the monitoring of escrow accounts for all FSS participants monthly.
  • Ensure staff is promote the FSS program during voucher briefing sessions as needed.
  • Work with IT and Yardi to further ensure software for FSS program is operational
  • Responsible in the development and implementation of workshops or other special meetings or events for FSS.
  • Promote and educate community partners on both the FSS and Homeownership programs through various meetings and events.
  • Responsible to ensure operating procedures and policies for FSS relevant to changes in HUD regulations and SOPs are revised accordingly. .
  • Responsible for increasing enrollment for the FSS program;
  • Draft and/or edit articles and/or correspondence on behalf of CMHA if needed.
  • Provide Gold Standard communication to internal and external clients.
  • Develop and maintain good working relationships with other agencies.
  • Assist in providing training and guidance relevant to changes in HUD regulations that involve re certifications.
  • Interview and Hire FSS Staff as needed
  • Responsible for maintaining and expanding the support services provided to FSS families either directly by Housing Choice Voucher or as a collaborative effort with other agencies.
  • Ensure quarterly file reviews are completed by supervisor
  • Perform additional duties as assigned.


Minimum Qualifications:

  • Bachelor's degree in an area such as public administration, community services, urban studies, business administration, etc.; or an equivalent combination of education and related working experience.
  • Demonstrated strong verbal and written skills.
  • Demonstrated experience dealing with a variety of special interests.
  • Demonstrated ability to organize and implement an action plan based on regulatory information.
  • Demonstrated history of successful interaction and involvement with community - based organizations, especially those involving persons of low income.
  • Complete FSS training within the first year of employment.
  • Complete HCV training within the first year of employment.
