Overview:

The Laboratory Modernization Division(LMD)at Oak Ridge National Laboratory (ORNL) is seeking qualified applicants for the position of Project Manager to oversee facility design and construction of a large-scale, high-security data center. The desired candidate should have a background in construction oversight and construction management for DOE and DOD facilities. The candidate will be performing a project management role overseeing all phases of the project's lifecycle, ensuring timely, on-budget delivery while meeting stringent Federal and security requirements. This is a critical role requiring expertise in managing large projects with complex security protocols, working in a fast-paced environment, and interacting with senior government stakeholders. The ideal candidate must possess strong leadership and communications skills to coordinate cross-functional teams, vendors and subcontractors. This position resides within the LMD in the Facilities & Operations (F&O) Directorate.

Major Duties/Responsibilities:

  • Manage planning, design and construction project for a $500M data center within scope, schedule, budget and/or available funding, from conception to turn over to operations.
  • Develop project definitions, scopes of work, methods of accomplishment, and project baseline forecasts that include schedules, and cost/spending profiles.
  • Collaborate with cross-functional teams, including architects, engineers, contractors, and government officials to ensure that security, technical, and regulatory requirements are met.
  • Ensure project adheres to efficiency standards, Federal regulations, and security protocols throughout all phases.
  • Identify staff and other resource requirements and communicate to resource managers.
  • Develop, review and approve design documents, change orders, material requisitions, and specifications for construction or procurement use.
  • Oversee and manage subcontractors performing the design and construction work scopes.
  • Conduct periodic project and customer/stakeholder meetings to provide status updates, promote and facilitate communication, review progress and performance, discuss issues, and facilitate problem resolution.
  • Review contractor proposals (architectural, engineering, and/or construction) to ensure alignment with scope and objectives.
  • Proactively identify and assess risks including potential design issues (cost over runs, quality, code compliance, etc.), and mitigate timely to not impact project schedule.

Basic Qualifications:

  • BS degree in Engineering, Computer Science, or other relevant technical degree (such as Project Management/Construction Management).
  • A minimum of 12 years of experience in managing design and construction of large-scale, complex projects.
  • Proven experience with Federal projects with an understanding of regulations and security requirements.
  • Experience managing high-security environments related to Federal government contracts.
  • Demonstrated ability to create, organize, and manage project documents from conception to completion including storing all closeout and as-built documentation to site database systems.

PreferredQualifications:

  • Knowledge of federal procurement processes and compliance with FAR (Federal Acquisition Regulation).
  • Experience with construction oversight and construction management for DOE and DOD facilities.
  • Experience with DOE O 413.3B, Program and Project Management for the Acquisition of Capital Assets.
  • Knowledge of Intelligence Community Directive (ICD) 705 standards for the construction, accreditation, and maintenance of Sensitive Compartmented Information Facilities (SCIFs).
  • An active DOE Q Clearance and/or a TS/SCI.
  • PMP Certification (Project Management Professional).
  • Large Data Center Project experience.
  • Strong understanding of project management methodologies, including risk management, cost estimation, scheduling, and resource allocation.
  • Excellent communication skills, both written and verbal, with the ability to interface effectively with government stakeholders, internal teams, and external partners.

Special Requirements:

  • DOE Q clearance: This position requires the ability to obtain and maintain a Secret Compartmented Information (SCI) clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program. In addition, due to the SCI, you may also be subject to random polygraph testing.

Security, Credentialing, and Eligibility Requirements:

For employment at Oak Ridge National Laboratory (ORNL), a Real ID compliant form of identification will be required. Additionally, ORNL is subject to Department of Energy (DOE) access restrictions. All employees must also be able to obtain and maintain a federal Personal Identity Verification (PIV) card as mandated by Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, which requires a favorable post-employment background investigation.

To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.

For foreign national candidates:

If you have not resided in the U.S. for three consecutive years, you are not eligible for the PIV credential and instead will need to obtain a favorable Local Site Specific Only (LSSO) risk determination to maintain employment. Once you meet the three-year residency requirement, you will be required to obtain a PIV credential to maintain employment.
