Who we are and what we do:

The Tennessee Department of Correction operates and oversees 14 adult prisons across the state, housing some 21,000 offenders. In the community, TDOC supervises 79,000 offenders on probation, parole, or community corrections. The department operates 44 probation/parole offices in 13 districts across the state. The Tennessee Department of Correction operates safe and secure facilities and provides effective community supervision in support of successful reentry.

How you make a difference in this role:

The Correctional Program Administrator plays a key role in managing the agency's procurement and contract management functions. This position supports the Director of Procurement in overseeing purchasing operations, managing contracts with vendors and suppliers, and ensuring compliance with all applicable laws, regulations, and policies. The Correctional Program Administrator will lead a team to implement efficient procurement processes, secure favorable terms with vendors, and develop strong supplier relationships. This role requires a strategic thinker who can balance cost savings with quality and operational needs.

Key Responsibilities:

Procurement Management:

  1. Oversee daily purchasing activities, including the sourcing of goods and services, vendor selection, and order management.
  2. Develop and implement procurement strategies to achieve cost savings, improve quality, and enhance delivery performance.
  3. Ensure all purchasing activities comply with agency's policies, procedures, and regulatory requirements.
  4. Contract Management: Draft, review, execute and manage contracts and agreements for the agency's interests.
  5. Develop, draft, and review specifications and scopes of work to ensure they align with departmental needs and regulatory requirements.
  6. Collaborate with internal departments to understand procurement needs and ensure contracts meet operational requirements.
  7. Maintain an organized contract management system, tracking renewals, amendments, and compliance.

Vendor and Supplier Relations:

  1. Develop and maintain strong relationships with vendors and suppliers to secure the best terms and performance.
  2. Conduct regular evaluations of vendor performance and provide feedback for improvement.
  3. Secure pricing, terms, and conditions to achieve cost-effective agreements that align with organizational goals.

Team Leadership:

  1. Supervise and mentor Central Office procurement staff, providing guidance, support, and professional development opportunities.
  2. Promote a culture of continuous improvement and innovation within the procurement team.
  3. Assist in setting team goals, monitoring performance, and ensuring alignment with the department's objectives.

Compliance and Risk Management:

  1. Ensure all procurement activities and contracts comply with applicable laws, regulations, and agency policies.
  2. Identify and mitigate risks associated with vendor contracts, supplier performance, and procurement processes.
  3. Provide training and support to staff on procurement policies, contract management, and best practices.

Reporting and Analysis:

  1. Prepare and present reports on procurement activities, vendor performance, cost savings, and compliance to senior management.
  2. Analyze market trends, pricing, and supply conditions to inform procurement strategies and decisions

Minimum Qualifications:

Bachelor's degree in related field preferred but candidates with 5-7 years of procurement and contract management experience will be considered in lieu of degree. Minimum of 5 years of experience in procurement or contract management, including at least 2 years in a supervisory or leadership role. Experience in the public sector is a plus.
