Global Public Policy Department

The mission of Vantage Data Centers' Global Public Policy team is to help deliver the best possible digital infrastructure for the world's leading technology companies. Global Public Policy is responsible for Vantage Data Centers' government relations, economic development, and community engagement. The team partners with our New Site Development, Construction, Engineering, Legal, Tax, People, Operations, and other departments to grow market share, acquire and retain customers, navigate through regulatory and policy developments, mitigate risk, and expand into new geographies. Position Overview

This role can be based in Denver, CO, Sterling, VA, San Antonio, T, Phoenix, AZ, Santa Clara, CA, Quincy, WA, Columbus, OH, Reno, NV and Atlanta, GA.

In this newly created role, the Manager, Public Policy - Regulatory Affairs, North America will support the company's engagement with state and regional regulatory bodies to advance energy infrastructure policies and projects, including for generation and transmission, to support the expansion and success of digital infrastructure across the United States. This role focuses on advocacy, relationship-building, and external engagement in regulatory and permitting forums - especially those involving environmental approvals, land use, utility planning, and large-load interconnection. The Manager will collaborate with internal teams and external stakeholders to help secure timely approvals and shape policies that enable project success.

The ideal candidate is a strong communicator with experience successfully navigating complex permitting and regulatory environments, building trusted relationships, and working cross-functionally to move innovative energy infrastructure projects forward. This is a public-facing affairs role, not a technical analyst position; but the ability to understand regulatory topics and partner with subject matter experts is essential for the role's success.

Essential Job Functions

  • Support engagement with state public utility commissions (PUCs), regional transmission organizations/independent system operators, environmental permitting agencies, and other state and local regulatory bodies

  • Track and support regulatory processes including integrated resource plans (IRPs), rate cases, interconnection proceedings, and major permitting decisions

  • Represent the company in meetings, hearings, and stakeholder processes

  • Build and maintain trusted relationships with regulators, permitting officials, utilities, and key external stakeholders

  • Draft comment letters, regulatory filings, talking points, and briefing materials in collaboration with internal teams and external consultants

  • Coordinate with Legal, Development, Engineering, Environmental, and broader Public Policy teams to align strategy and execution

  • Provide regular updates to internal stakeholders on permitting milestones, regulatory risks, utility planning timelines, and opportunities for engagement, and recommendations on public positioning

Duties

  • Monitor and engage in utility IRPs, rate cases, transmission planning, and interconnection proceedings

  • Track and analyze regulatory and permitting developments relevant to large energy infrastructure projects

  • Participate in public hearings, technical workshops, and regulatory stakeholder meetings

  • Support strategy development and advocacy around cost allocation, grid access, energy supply planning, and permitting reform

  • Work with consultants and trade associations to align on positions and shape collective engagement strategies

  • Prepare internal briefings for project teams on relevant regulatory developments

  • Help ensure coordination and consistency across project jurisdictions, especially where multiple approvals or agencies are involved

Job Requirements

  • Bachelor's degree required; relevant advanced degree (e.g., J.D., MPP, environmental policy, or planning) is a plus

  • 3-5 years of experience in regulatory affairs, permitting, energy policy, or a related field

  • History of working with public utility commissions (PUCs), RTOs/ISOs, utilities, or state regulatory and permitting agencies through regulatory proceedings

  • Understanding of or interest in utility integrated resource plans (IRPs), rate cases, interconnection processes, and permitting timelines

  • Experience supporting infrastructure projects, energy development, or economic development initiatives is preferred but not required

  • Ability to understand and communicate regulatory and technical issues, with support from internal experts

  • Strong written and verbal communication skills, including the ability to prepare clear policy and engagement materials

  • Demonstrated ability to build and maintain professional relationships with external stakeholders

  • Highly organized and comfortable managing multiple timelines and workstreams

  • Willingness to travel up to 25% of the time.

  • Location is flexible, with preference for candidates based near one of the company's major U.S. markets

Additional Details

  • Salary Range: $135,000 - $140,0000 Base + Bonus (this range is based on Washington DC market data and may vary in other locations)

  • This position is eligible for company benefits including but not limited to medical, dental, and vision coverage, life and AD&D, short and long-term disability coverage, paid time off, employee assistance, participation in a 401k program that includes company match, and many other additional voluntary benefits.

  • Compensation for the role will depend on a number of factors, including your qualifications, skills, competencies, and experience and may fall outside of the range shown.
