The Purchasing Manager independently procures routine, non-routine and complex goods and services (including Behavioral Health Services, Construction and Technology related solicitations) through competitive and non- competitive solicitation processes for the Detroit Wayne Integrated Health Network (DWIHN). This position also supervises assigned staff.

PRINCIPAL DUTIES AND RESPONSIBILITIES:

  • Provides general supervision over professional, technical and clerical staff engaged in purchasing activities, including planning, directing, and coordinating the purchasing activities for the organization.
  • Negotiates prices and contracts with suppliers.
  • Builds and maintains relationships with vendors.
  • Selects prospective vendors and negotiates contracts.
  • Evaluates vendors based on quality, timeliness, and price.
  • Researches and evaluates vendors to compare pricing and services.
  • Maintains the supplier database, purchase records, and related documentation.
  • Ensures that all procured items meet the required quality standards and specifications.
  • Identifies and sources new suppliers and vendors.
  • Manages the vendor and supplier selection process based on price, quality, support, capacity and reliability.
  • Develops and maintains strategic relationships with key suppliers and vendors.
  • Establishes and updates an approved vendor/supplier database.
  • Evaluates contracts to ensure compliance with legal requirements and organizational policies.
  • Maintains databases with purchase records and information about suppliers.
  • Identifies opportunities for cost savings.
  • Conducts periodic internal audits to ensure that proper documentation and procedures have been maintained.
  • Assists with the preparation and review of departments bid documents including Invitations for Bids (IFBs), Requests for Proposals (RFPs), Requests for Qualifications (RFQuals), Requests for Quotes (RFQs), and Notices Inviting Bids (NIBs).
  • Performs public bid openings for IFB's; receives and reviews proposals for RFPs, RFQuals, and RFQs; prepares evaluation tools.
  • Participates in pre-bid meetings; prepares, reviews, and posts addenda; sends outcome letters and updates the purchasing system with results.
  • Facilitates the lifecycle requests for the bid/proposals/qualifications processes.
  • Leads the preparation and drafting of complex critical solicitation documents including technical specifications.
  • Oversees strategy development, contract management and other strategic procurement day-to-day responsibilities.
  • Oversees the development and implementation of annual contracts, strategic procurement planning, procurement policies and procedures, delegated procurements, quality control, and procurement training.
  • Evaluates non-competitive exception requests, contract amendment requests and any other requests to determine if a proposed action is justified/appropriate.
  • Communicates determinations to ensure timely processing.
  • Reviews and assists with contract award recommendations for contract terms, conditions and historical procurement information to support preparation of contracts and contract amendments for the Detroit Wayne Integrated Mental Health Board and CEO to consider.
  • Assists with purchasing programs and training, including but not limited to, stakeholder relations, vendor relations, performance reviews, and contract consolidation.
  • Reviews and implements the Purchasing Department's strategic plans.
  • Aligns department's plan with departmental goals.
  • Identifies Key Performance Indicators' (KPI) and Targets.
  • Performs related duties as assigned.

REQUIRED EDUCATION:

A Bachelor's Degree from a recognized college or university in Business Administration, Public Administration, Purchasing, Procurement, Acquisitions, Supply Chain Management, Finance, Accounting or a related field.

REQUIRED EXPERIENCE:

  • Five (5) years of full-time paid professional experience as a buyer.

Experience must include at least three (3) years of the following:

  • Experience in public purchasing, (preferably for a government agency, community mental health service provider, hospital, college or any similar entity);
  • Experience actively organizing and leading at least three (3) Request for Proposals (RFP) in accordance with federal CFR guidelines.

AND

  • Three (3) years of full-time paid professional experience as an executive, administrator, manager or supervisor in a professional setting.

REQUIRED LICENSE(S).

  • A valid State of Michigan Driver's License with a safe and acceptable driving record.

SPECIAL CONDITIONS:

  • Must be a Certified Professional Public Buyer (CPPB), Certified Public Procurement Officer (CPPO) or equivalent. If a candidate does not have the required certifications, the candidate must obtain the CPPB/CPPO certification within two (2) years of the start of an employee's employment in this position with DWIHN.

WORKING CONDITIONS:

Work is usually performed in an office setting but requires the employee to drive to different sites throughout Wayne County and the State of Michigan. This position can work remotely with supervisory approval. Currently this position is primarily a remote position.
