Position Summary

The Community Relations and Outreach Specialist engages with stakeholders across Miami-Dade County to support FDOT District 6 roadway operations. Based in Miami, this role will raise public awareness of ongoing work, clarify traffic impacts, and ensure excellent customer service for residents, businesses, and agencies.

These responsibilities include planning outreach activities like public meetings and construction notifications, tracking stakeholder inquiries, preparing bilingual materials, and maintaining a response log. Success involves informed communities, prompt issue resolution, and strong relationships for safe maintenance work. Evening or weekend availability may be required for community events.

DUTIES AND RESPONSIBILITIES:

  • Develop and carry out a clear communications and community engagement plan for stakeholders affected by transportation operations, maintenance, and construction.
  • Plan, host, and facilitate outreach events, including virtual meetings, in-person meetings, and community pop-up events. Attend partner and community meetings as needed.
  • Build and maintain working relationships with local and state agencies, municipalities, county commissioners, elected officials, public information officers, community groups, traffic safety teams, residents, and other stakeholder representatives.
  • Serve as a key member of the project management team. Keep the Project Manager, team members, and client staff informed of outreach activities, issues, and outcomes.
  • Coordinate stakeholder outreach with project operations so that communications align with work plans, schedules, and traffic impacts.
  • Prepare and distribute clear, accessible communication materials using multiple formats and languages to reach diverse audiences.
  • Organize programs and events that strengthen team culture, such as employee recognition, holiday events, and group volunteer activities in the community.
  • Act as the Business Unit liaison for internships, volunteer programs, and Inclusion and Diversity efforts, working with both internal teams and external partners.
  • Support the project and Business Unit with other administrative and outreach initiatives as assigned.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge

  • Established knowledge of, and relationships with, local municipalities and public/private stakeholders in the Miami-Dade County area strongly preferred.
  • Understanding of FDOT policies and procedures is a plus.
  • Thorough understanding of communication channels, including television, radio, social media, and government communications

Skills

  • Strong verbal and written communication skills, preferably in both English and Spanish.
  • Ability to manage multiple work streams, stakeholders, customer inquiries, and client expectations with timely follow-through.
  • Proficient in preparing clear outreach materials, meeting summaries, and status reports.

Abilities

  • Self-motivated, collaborative team player who can build trust with diverse community groups.
  • Organized, detail-oriented, and able to prioritize in a fast-paced, field-aligned environment.
  • Comfortable facilitating meetings, presenting to groups, and representing the project professionally.

EDUCATION AND WORK EXPERIENCE:

Required Qualifications

  • 23+ years of age or older
  • High school diploma or equivalent; bachelor's degree in communications, marketing, public relations, or a related field is strongly preferred.
  • At least 3 years of progressive experience in communications, public relations, or community engagement, ideally supporting transportation or public works.
  • Bilingual English and Spanish with strong verbal and written communication skills in both languages.
  • Demonstrated ability to plan and facilitate public meetings, prepare outreach materials, and manage stakeholder inquiries through resolution.
  • Proficiency with common communication channels and tools, including social media, email platforms, and basic design/document tools (e.g., PowerPoint, Canva, or similar).
  • Strong organization and time management skills with the ability to handle multiple work streams, stakeholders, and deadlines.
  • Comfortable working evenings or weekends when needed for community meetings or traffic sensitive work
  • Active and valid driver's license with no restrictions for travel within Miami Dade County.
  • Successful results of preemployment screenings, including federal background check, MVR, and drug screen.
  • Comply with company drug and alcohol policy
  • Be authorized to work in the United States or will be authorized by the successful candidate's start date.

Preferred Qualifications

  • Bachelor's degree (or higher) in communications, marketing, public relations, journalism, or a related field.
  • Experience supporting FDOT projects, preferably in District 6, with familiarity in FDOT policies, procedures, and permitting/maintenance terminology.
  • Established relationships with Miami Dade municipalities, elected offices, community groups, and partner agencies.
  • Experience using CRM/311 systems, website content updates, and analytics for tracking outreach and sentiment.
  • Ability to produce bilingual (English/Spanish) materials and presentations; comfortable presenting to diverse audiences.
  • Crisis and incident communications experience, including coordination with PIOs and law enforcement.
  • Knowledge of basic traffic/roadway terms and work zone impacts to communicate closures and detours accurately.
