Purpose of Position
Serve as Point of Contact (POC) to requesting customer (OEM, PM, USG representative) provide leadership, proposal development expertise and proposal process training and coaching to teams in pursuit of proposals. Manage and accountable for an opportunity from receipt of request through contract award. Responsible for defining opportunity, leading bid/no bid decision, identifying solution and managing and or supporting teams in all phases of the companyA's bid and proposal process in response primarily to existing program and new government requests and identified outside sales pursuits for proposals/ROMs of modification to existing platforms and or new training devices that FSS has fielded.
Tasks and Responsibilities
- Participate in opportunity life cycle for follow on/ECP and incoming new requests and identified outgoing sales pursuitsfor existing platforms and modifications to all types of training devices A- from approach, to proposal development, submittal, audit support and final award.
- Participate in pre RFP efforts, including collecting/organizing documentation, facilitating and lead strategy sessions.
- Assemble and lead team in defining proposal themes and strategies; generate writing assignments; and support post proposal activities including audits with government and OEM, negotiation strategy and execution and After Action Reviews (AAR).
- General knowledge of FSI product line and possess ability to market current product line internally and externally.
- Must be capable of professional interaction across all levels of personnel, including executive leadership, former military personnel, technical subject matter experts, and supporting staff.
- Oversee and or develop proposal schedules, compliance matrices, contacts lists and other proposal tools.
- Provide leadership and guidance to proposal team members.
- Serve as opportunity POC to outside customer, internal PM and upper level management.
- Familiarity with the federal contract bid process and requirements, the Government task order and RFP development process, Federal Acquisition Regulation (FAR) requirements, and how proposals are evaluated.
- Ability to analyze and compare estimated costs against actual cost for a given period in order to produce supportable, competitive prices in response to requests from outside and interndivisional customers.
- Performs price and cost analyses on the various elements of subcontractor proposals, reviewing in detail the significant direct and indirect cost elements to aid in source selection for major proposal responses.
- Ability to obtain and maintain an active secret level security clearance.

- Able to adhere to a work schedule including prompt and regular attendance.
- Able to complete tasks from a virtual work station if necessary.
- Perform other incidental and related duties as required or assigned by Manager.
Minimum Education
- Bachelor's degree in a relevant field (Communications, English, Business Management, Technical Writing, etc.), preferred.
- Foundation Certification from the Association of Proposal Management Professionals (APMP), preferred.
Minimum Experience
- Minimum of 1 year of experience in marketing, business development and or proposal writing/managment or equivalent combination of education and experience.
- Work history dealing with Government customer base, marketing of a product or service/proposal writing and team management experience, preferred
