THE POSITION

We are here to help! When employees of the Commonwealth have need for medical leave or are adding a new addition to their family, we are here to help them navigate the process of the Family Medical and Leave Act (FMLA). Our knowledgeable staff provides the eligibility information, reviews paperwork and approves the time off. The Commonwealth of Pennsylvania, Human Resource Service Center (HRSC) FMLA Services is a team of dedicated staff who are called upon when Commonwealth employees need support the most. We are looking for a customer focused, detail-oriented, and compassionate analyst to join our team. DESCRIPTION OF WORK

As a member of the Time Services Division, you will provide direction, information and guidance to employees, supervisors, managers and human resource office staff related to FMLA/SPF absences and leave donations in accordance with procedures and guidelines. After carefully reviewing eligibility, entitlement, and medical information provided, your work will include approving or rejecting requests for FMLA/SPF absences. You will have the opportunity to provide information to supervisors and, as needed, educate them on their role as well as provide written notifications to employees on leave decisions. You will be expected to maintain case information in the SPF Tracking System, which includes entering data to monitor due dates and next steps. Communication is key as you maintain contact with employees who have been approved for FMLA/SPF absences to determine when they are expected to return to work. This position continually monitors FMLA/SPF absences to ensure entitlement is not depleted.
Additional duties to include:

  • Working with agency HR Staff to keep them informed of all active FMLA/SPF absences
  • Responding to payroll questions
  • Submitting e-PARs and contacting the Human Resource Service Center via phone as needed for complex actions that are beyond the employee's authority
  • Ensuring proper benefits are provided based upon policy and the Affordable Care Act

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, in office one day per month, third Tuesday. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Successful completion of the Human Resource Management Trainee program (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • One year as a Human Resource Assistant 2 or an Equal Opportunity Assistant (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • One year of paraprofessional analytical experience and a bachelor's degree; or
  • An equivalent combination of experience and training.

Other Requirements:
