Senior Medical Operations Advisor

This position requires an active Secret clearance with eligibility for Top Secret/SCI.
As required by our governmental client, this position requires being a U.S. Citizen.

The Senior Medical Operations Advisor provides expert technical guidance and strategic leadership in medical operations and programming to support INSCOM's mission priorities and operational objectives. This role serves as a critical liaison between the Command Surgeon's Office and multiple military medical organizations, ensuring synchronized, integrated, and effective medical support across the INSCOM Area of Responsibility (AOR). The advisor is responsible for aligning medical policy, resource integration, and force health protection efforts with theater-level operational plans and joint military initiatives.

Senior Medical Operations Advisor Responsibilities Include:

  • Provide expert guidance in medical operations, programming, and policy to align with INSCOM's mission and strategic goals.
  • Deliver operational expertise to INSCOM OTCS leadership to enhance medical mission effectiveness and readiness.
  • Represent the Command Surgeon at 2-star level battle rhythm events and Boards, Bureaus, Centers, Cells, and Working Groups (B2C2WG) to advocate for medical equities in decision-making.
  • Coordinate medical operations, force health protection, policy implementation, and administrative requirements to maintain operational efficiency.
  • Facilitate collaboration between INSCOM Command Surgeon's Office, Direct Reporting Units (DRUs), and regional Health Services Support commands to integrate medical support efforts.
  • Maintain operational continuity during staff transitions and ongoing operations, activities, and investments (OAI).
  • Engage with HQDA, MEDCOM, OTSG, DHA, and other military medical commands to support joint medical initiatives and theater requirements.
  • Participate in Department of the Army medical governance forums shaping Ready and Medically Ready Force policies.
  • Build and maintain collaborative relationships among INSCOM HQs, DHA Military Treatment Facilities, joint agencies, allied partners, and other stakeholders.
  • Manage competing priorities involving resources, scheduling, and strategic direction within INSCOM and external agencies.
  • Contribute expertise to senior medical strategic planning, including Theater Campaign Support Orders (TCSOs), Planning Guidance, POM submissions, and OPLAN/CONPLAN development.
  • Develop and implement health service support policies for INSCOM units, ensuring coordinated medical operations for rotational and exercise forces.
  • Identify medical policy and legislative gaps, supporting research and documentation for policy improvement within the ASCC framework.
  • Prepare strategic materials such as action plans, milestone documents, and operational guidance to support INSCOM's medical and organizational planning efforts.
  • Perform additional duties as assigned to support a dynamic and evolving operational environment.

Senior Medical Operations Advisor Experience, Education, Skills, Abilities Requested:

Education:

  • Preferred Master's degree, or Bachelor's degree in health education, psychology, counseling, social work, public health, or related field from an accredited college or university.

Experience:

  • Mastery of healthcare delivery systems, Army Health System planning and programming, DHA and MEDCOM operations, and theater-level Operational Health Systems.
  • Skilled in medical policy development and resource integration within the Defense Health Community and related entities.
  • Thorough knowledge of service programs, legislative policy, military operations, health IT, evacuation, sustainment, and force health protection.
  • Familiarity with INSCOM command structure, AOR, HQDA, Army Commands, DRUs, and Field Operating Agencies related to medical logistics and operations.

Knowledge & Skills:

  • Exceptional communication and interpersonal skills with experience advising Government or military Command-level organizations.
  • Deep knowledge of health, wellness, promotion concepts, strategic planning, and community program management.
  • Ability to communicate effectively across diverse military and civilian populations including senior leadership.
  • Demonstrated ability to build collaborative relationships and work professionally with maturity, tact, and good judgment.
  • Proficiency in Microsoft Office (Word, Excel, MS Teams, PowerPoint).

Security Clearance:

  • Minimal Secret with Top Secret/SCI eligibility. Preferred TS/SCI.
