Pay Range

$111,600 - $136,656 Yearly at the H07.3 level

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting; pay will not be below any applicable local minimum wage. An employee's position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.


Job Description

We're looking for a Workforce Analyst to lead HR's data governance efforts and help build the foundation for scalable, trustworthy analytics. This person will create and maintain the data dictionary, support documentation standards, and analyze workforce data across domains including headcount, attrition, hiring, and survey results. The role also involves working closely with cross-functional partners to gather reporting requirements, support dashboard development, and ensure our HR data assets are well-defined, accurate, and ready for broader use - including self-service and future AI applications.This position is in the Human Resources (HR) Directorate.

This position offers a full-time off-site work schedule. You will collaborate and contribute through virtual interactions. Occasional on-site presence to meet business needs may be required.

This is a Flexible Term appointment 2 years in length.

You will

  • Takethe lead in building and implementing a modern data governance framework for HR - setting the foundation for high-quality, trustworthy, and well-documented data. Shape how data is defined, used, and maintained across the function.
  • Build and maintain a centralized HR data dictionary, metric catalog, and documentation library using tools like Confluence or SharePoint. Ensure HR has one clear source of truth across reports and dashboards.
  • Develop and run validation checks to ensure our data is reliable. Work closely with data owners and system partners to resolve issues and improve data quality - giving stakeholders confidence in the insights they receive.
  • Collaborate with HR partners and analysts to gather requirements, define metrics, and document reporting logic. Play a key role in ensuring dashboards are accurate, well-structured, and built for real decision-making.
  • Use SQL and other tools to explore and analyze workforce data - from hiring and promotions to engagement, retention, and DEI. Help tell the story behind the numbers and connect insights to real business questions.
  • Help others use data more effectively by sharing visualization tips, documentation standards, and clear explanations of metrics and logic. Support a stronger culture of data literacy across HR.
  • Help lay the groundwork for scalable, self-service analytics and future AI/ML applications by ensuring our data is well-governed, structured, and documented from the start.
  • Work cross-functionally with HRIS, IT, and other stakeholders to align on data definitions, system sources, and reporting standards. You'll be the connective tissue helping teams speak the same data language.
  • Perform other duties as assigned.

Qualifications
  • Must be eligible to access the Laboratory in compliance with Section 3112 of the National Defense Authorization Act (NDAA). See Additional Information section below for details.
  • Bachelor's degree in Business, Human Resources, Information Systems, Data Science, or a related field, or equivalent experience.
  • Significant experience working with HR data, workforce analytics, or business intelligence in a professional setting.
  • Experience contributing to data governance, data quality, or documentation efforts, such as maintaining data dictionaries, report inventories, or metric catalogs.
  • Advanced SQL skills, with the ability to independently write complex queries, join large datasets, and troubleshoot data issues across systems.
  • Strong analytical skills with the ability to interpret workforce data across areas such as headcount, hiring, attrition, telecommuting, and survey insights.
  • Significant experience gathering business requirements and translating them into actionable dashboard or reporting specifications.
  • Proficiency in at least one business intelligence platform, such as MicroStrategy, Tableau, or Power BI.
  • Strong collaboration skills and the ability to work across cross-functional teams, influence without formal authority, and navigate fragmented data environments.
  • Excellent written and verbal communication skills, including the ability to document data logic and communicate insights to both technical and non-technical audiences.

Qualifications We Desire

  • Familiarity with AI/ML data readiness concepts, such as preparing structured and well-documented datasets for predictive analytics.
  • Experience applying data stewardship or metadata management practices beyond documentation - e.g., aligning stakeholders, managing data ownership, or curating metric libraries.
  • Experience with HR systems (e.g., PeopleSoft, Oracle) and a strong understanding of HR data structures and flows.
  • Professionalcertification or formal coursework in data governance, analytics, or business intelligence (e.g., DAMA, CDMP, Tableau, or equivalent) to support continued growth in this space.

Security Clearance

None required.However, if your assignment is longer than 179 days cumulatively within a calendar year, you must go through the Personal Identity Verification process. National Defense Authorization Act (NDAA)

The 2025 National Defense Authorization Act (NDAA), Section 3112, generally prohibits citizens of China, Russia, Iran and North Korea without dual US citizenship or legal permanent residence from accessing specific non-public areas of national security or nuclear weapons facilities. The restrictions of NDAA Section 3112 apply to this position. To be qualified for this position, Candidates must be eligible to access the Laboratory in compliance with Section 3112.
