Job Summary

This position will be located in Largo, FL.

Serves as the organization's Facility Security Officer (FSO) and Insider Threat Program Senior Official (ITPSO) in order to administer a National Industrial Security Program (NISP) compliant security program. Provides expertise and technical guidance to Executive Management regarding NISP security administrative requirements. Liaises with organizational teams for implementation and enforcement of security policies as appropriate. Coordinates and provides hands-on delivery for training and education for personnel related to security policies and application. Maintains security program policies in compliance with government regulations and organizational policies. Carries out delivery activities for physical security, access control, visitor management, safeguarding, and COMSEC support.

  • Maintains the organizations Facility Clearance Level (FCL) with designated government agencies in alignment with defined regulations and requirements.
  • Liaises with the DCSA representative to define FCL needs and coordinate with appropriate personnel to implement identified solutions.
  • Develops and administers the organizational security policies and procedures for facility and personnel clearances in partnership with government agencies and organizational leadership.
  • Partners with operational leadership for guidance and implementation planning for designated clearance space planning and utilization.
  • Provides initial and annual refresher training and guidance on security regulations and procedures to employees and management.
  • Conducts security briefings/debriefings for newly hired and exiting employees. Reviews, maintains, and updates corporate Security Policies and Procedures.
  • Tracks and maintains clearances via DISS.
  • Initiates security clearance requests and maintain records with company approved database.
  • Maintains control logs for DD 254s received.
  • Maintains the organization's Insider Threat Security program as the university's Insider Threat Program Senior Official (ITPSO) and leads the Insider Threat Program Working Group on behalf of the University
  • Assists employees with completion of required security paperwork.
  • Coordinates with customers and other government representatives on security issues/actions.
  • Process and maintain logs of foreign travel/briefings. Conducts NATO briefings as needed.
  • Updates and conducts annual security refresher training.
  • Establishes and maintains the organization's Insider Threat Security program as the university's Insider Threat Program Senior Official (ITPSO) and leads the Insider Threat Program Working Group on behalf of the University
  • Conducts issue-specific and new hire security training.
  • Assists with ancillary information requests related to security matters, including review and submissions of Board Resolutions .
  • Manages security of closed space and be primary point of contact for electronic security elements.
  • Utilizes and protects personally identifiable information (PII) and other sensitive information as required.
  • Carry out investigations and reporting of security violations and maintain liaison with outside agencies as appropriate.
  • Liaises with operational and project managers and team members to ensure communication and facilitation of security clearance needs and status across the organization.
  • Initiates, review, and submit personnel clearance applications via NBIS using the e-APP SF-86 submissions and assist employees in acquiring personnel security clearance as needed.
  • Ensures the integrity of the classified accountability processes and maintain the Classified Document Control System through routine audit and reporting activities.
  • Maintains all security documentation and files in accordance with DSS requirements.
  • Performs routine annual self-inspections and ensures appropriate measures taken in preparation for annual DCSA security reviews/audits.
  • Carry out liaison and response activities with DCSA representative in support of audits, investigations, and annual visits.
  • Enter security information into automated systems and develop related reports as needed.
  • Participate in other security and special projects as required and perform other backup duties as required.
  • Updates and administers the organizational security policies and procedures for visitor control and safeguarding systems (including physical security, classified materials, equipment, and information systems) in partnership with government agencies and organizational leadership.
  • Liaises with operational and project managers and team members to ensure communication and facilitation of safeguarding and visitor control requirements across the organization.
  • Collaborates with Award Services team to facilitate identification, communication, and implementation of contractual safeguarding requirements.
  • Liaise with external agencies to ensure appropriate security information is exchanged and entered into automated systems.
  • Partners with operational leadership for guidance and implementation planning for project activities which require visitor control and safeguarding system utilization.
  • Provides hands-on delivery support activities for shipping, receiving, and logistics related to equipment safeguarding requirements as requested.
  • Prepares and submits visit requests and visit authorization letters to include updates to NBIS submissions and/or SF-86s.
  • Ensures physical security for safeguarding areas is established and maintained in accordance with defined security requirements.
  • Performs routine inspection and audit activities for safeguarding areas and follow up on identified issues for satisfactory resolution.
  • Performs other related duties as required or directed. The omission of specific duties does not preclude the supervisor from assigning duties that are logically related to the position
  • Participates in special projects as required and perform other backup duties as required.
  • Works with export control personnel as needed in licensing with designated government agencies in alignment with defined regulations and requirements.
  • Serves as the Largo point of contact for export compliance under the International traffic in Arms Regulations (ITAR) and the Export Administration Regulations (EAR).
  • Works with operational leadership in guidance for relevant licenses and agreements to support projects/programs.
  • Manages and ensures that onsite SCIFs (Sensitive Compartmented Information Facility) are used and maintained in accordance with applicable government regulations
  • Performs essential duties in any emergencies such as hurricanes, storms, and/or any other university emergency closing. The employee is expected to be available to report to work as needed during university emergency closing with appropriate notification of a department administrator.
Minimum Qualifications

  • Bachelor's Degree in intelligence, industrial, personnel; OR physical security; OR ten (10) years of relevant training and/or military experience; OR an equivalent combination of relevant education and/or experience.
  • Active Top Secret Clearance, SCI eligible and a current clearance investigation within the last 5 years.
  • Minimum of ten (10) years of experience in implementing and coordinating Facility Security Officer (FSO) program management for a NISP compliant environment required.
  • Minimum of ten (10) years of hands-on experience performing FSO functions for a safeguarding facility with knowledge of the 32 CFR 117 National Industrial Security Program Operating Manual (NISPOM) procedures, and Defense Counterintelligence Security Agency (DCSA) guidelines required.
Departmental Requirements

  • Knowledge of DISS, NISS, e-APP, SPOT, SWFT NBIS, and DCSA guidelines required.
  • Understanding of the Department of Defense (DoD) and Intelligence Community agencies security clearance requirements and present-day security issues required.
Desired Qualifications

  • Experience in operating a Sensitive Compartmented Information Facility (SCIF) preferred.
  • Industrial Security Professional Certification preferred.
  • Previous experience as a Facility Security Officer (FSO) managing a University setting preferred.
