What success looks like in this role:
Stakeholder Engagement & Requirements Management
Act as the primary liaison between government business stakeholders, technical teams, and implementation partners. Facilitate workshops, interviews, and discovery sessions to gather, validate, and document business requirements related to permitting, licensing, inspections, and community development. Translate regulatory and policy-driven needs into functional requirements and user stories.
Solution Design & Functional Leadership
Lead the functional design of solutions, ensuring alignment with permitting and licensing workflows, compliance standards, and government processes. Develop and maintain process maps, use cases, and functional specifications to support solution configuration. Ensure the Salesforce platform leverages best practices in government permitting and community development workflows.
Product Backlog & Agile Delivery Support
Own and prioritize the product backlog in collaboration with the Product Owner and Program Manager. Write clear and testable user stories with acceptance criteria for development teams. Support sprint planning, backlog refinement, and sprint reviews, ensuring business requirements are accurately implemented.
Configuration Oversight & Testing
Partner with administrators and developers to ensure proper configuration and customization. Define and execute functional test cases, support UAT, and validate that the solution meets end-user and compliance needs. Proactively identify and resolve functional gaps, risks, or dependencies.
Change Management & Training Support
Collaborate with Change Management teams to develop communication, training, and adoption strategies for permitting and licensing staff. Create functional documentation, user guides, and training materials to support government staff adoption.
Governance & Compliance Alignment
Ensure workflows and configurations adhere to applicable government regulations, compliance standards, and audit requirements. Partner with governance teams to maintain data integrity, privacy, and security best practices.
Continuous Improvement & Thought Leadership
Provide subject matter expertise on Salesforce capabilities (e.g., Public Sector Solutions, Experience Cloud, Case Management). Recommend process improvements and solution enhancements to streamline permitting/licensing workflows. Mentor junior BAs and functional team members, serving as the functional lead on the project.
You will be successful in this role if you have:
Education & Certification
Bachelor's degree in Business Administration, Information Systems, or related field (or equivalent experience). Salesforce certifications preferred (e.g., Salesforce Administrator, Business Analyst, Public Sector Solutions, or Service Cloud). Agile/Scrum certification (CSPO, SAFe, or equivalent) considered an asset.
Salesforce & Functional Expertise
5-7+ years of Business Analysis experience, with at least 3+ years leading Salesforce functional implementations. Hands-on experience with Salesforce Public Sector Solutions, Service Cloud, Experience Cloud, and OmniStudio preferred. Strong understanding of permitting, licensing, inspections, and community development workflows within government or regulatory environments. Proven ability to translate government policies, legislation, and compliance requirements into system functionality.
Business Analysis & Delivery Skills
Advanced skills in requirements gathering, process modeling, and writing user stories with acceptance criteria. Strong experience with Agile delivery methods and backlog management. Familiarity with workflow automation, case management, and citizen self-service portals.
Leadership & Communication
Demonstrated ability to serve as functional lead on complex Salesforce projects, guiding junior BAs and cross-functional teams. Excellent facilitation, stakeholder management, and communication skills with both technical and non-technical audiences. Strong vendor/partner management experience, especially in government IT projects.
Analytical & Problem-Solving Skills
Ability to analyze complex business processes and identify opportunities for simplification and automation. Strong decision-making skills with the ability to balance business needs, compliance, and system capabilities.
Government & Compliance Knowledge
Experience working in public sector environments, with an understanding of permitting, licensing, zoning, and community development regulations. Knowledge of data privacy, security, and audit compliance requirements in government IT systems.
