Cyber Operations Policy Manager


Job Summary:?

Lafayette Group is seeking a highly motivated Cyber Operations Policy Manager to support federal cybersecurity programs through a combination of policy expertise and organizational strategy. This role will focus on aligning mission objectives with agency priorities, interpreting regulations, and advancing cyber governance initiatives. The Manager will also apply change management practices to improve internal processes, support adoption of new initiatives, and strengthen cultural alignment across divisions. The position requires strong policy analysis skills paired with experience in organizational development and business operations.

Job Responsibilities:

  • Conduct policy research, regulatory interpretation, and analysis of federal cybersecurity directives to inform program activities and governance frameworks.
  • Support the development of cyber policies, procedures, and guidance that align operational goals with agency and national priorities.
  • Translate strategic guidance and regulations into actionable recommendations for mission execution.
  • Apply organizational change management methodologies to facilitate adoption of new policies, processes, and tools.
  • Develop integration and cultural alignment strategies to strengthen collaboration across divisions and mission areas.
  • Conduct business process reviews and recommend improvements to increase efficiency and effectiveness.
  • Prepare briefings, reports, and policy guidance materials for senior leaders and stakeholders.
  • Facilitate workshops, governance meetings, and strategy sessions to align operations with organizational objectives.
  • Track and evaluate adoption of policies, strategies, and initiatives, reporting on progress and recommending adjustments.
  • Coordinate with program leadership, strategists, and technical teams to ensure operational priorities support the broader mission.



Required Qualifications:

  • Bachelor's degree in public policy, business administration, cybersecurity, or a related field.
  • 7+ years of professional experience in cybersecurity policy, governance, organizational strategy, or business operations within federal, state, or large enterprise environments.
  • Demonstrated expertise in policy analysis and regulatory interpretation, with the ability to translate complex federal directives, frameworks, and compliance requirements into actionable guidance.
  • Experience developing or supporting cyber governance frameworks, including drafting policies, standard operating procedures, or strategic plans that align program operations with agency or enterprise priorities.
  • Proven experience applying organizational change management methodologies to facilitate adoption of new processes, technologies, and policies across diverse stakeholders.
  • Strong background in business operations and process improvement, with the ability to evaluate workflows, identify inefficiencies, and recommend improvements that increase organizational effectiveness.
  • Excellent oral and written communication skills, including experience preparing executive-level briefings, reports, decision memos, and policy documents for senior leadership.
  • Demonstrated ability to work across multiple divisions or mission areas, building consensus and ensuring alignment with enterprise objectives.
  • Strong interpersonal skills with experience facilitating workshops, governance forums, or cross-functional strategy sessions.
  • Eligibility to obtain a U.S. government public trust and/or security clearance.


Desired Qualifications:

  • Prior consulting or program support experience with DHS, CISA, or other federal cybersecurity organizations.
  • Familiarity with federal cybersecurity regulations, risk management practices, and strategic planning frameworks (e.g., NIST Cybersecurity Framework, NCIRP, or OMB policies).
  • Certifications in change management (e.g., PROSCI, ACMP) or program/project management (e.g., PMP, CAPM, Agile).
  • Master's degree in a related field (public administration, cybersecurity policy, organizational development).
  • Experience supporting organizational alignment, governance, or policy integration in fast-paced, mission-driven environments.
  • Existing TS or Secret clearance or DHS Suitability.


Location: Arlington, VA

Federal Contracts: This position involves working on federal contracts that require all workers on the contract to be U.S. Citizens. Additionally, some contracts may require the ability to obtain a security clearance.

Salary Range: $95,000 - $125,000

Positions Available: 2

Expected Start Date: October 1, 2025

Contingent Hire:
This position will be hired contingent upon winning the Federal contract work.
