Introduction:

The Senior Program Manager is responsible for the full lifecycle management of complex, enterprise-scale IT and network infrastructure projects. Acting as the single point of contact for assigned initiatives, this role leads cross-functional teams from concept through implementation, ensuring alignment with strategic goals, budget constraints, and timeline requirements. The Program Manager, Sr. applies advanced project management methodologies including SAFe Agile and Tailored Waterfall to deliver high-impact results across construction, renovation, and upgrade efforts.

This is a proposal-based position; employment is contingent upon contract award and funding availability.

What You'll Be Doing:

  • Lead the planning, execution, and delivery of enterprise-scale network and IT infrastructure projects.

  • Define project scope, objectives, and success criteria in collaboration with stakeholders.

  • Develop and maintain detailed work plans, schedules, budgets, resource allocations, and status reports.

  • Conduct regular project meetings and manage project tracking, analysis, and reporting.

  • Ensure adherence to quality standards and review all project deliverables for accuracy and completeness.

  • Manage vendor relationships, integrate vendor tasks, and track deliverables.

  • Provide technical and analytical guidance to project teams and recommend solutions to complex problems.

  • Lead constructability reviews and risk assessments related to enterprise IT integration in construction and renovation projects.

  • Track progress against goals, budgets, and timelines, reporting variances and corrective actions.

  • Utilize SAFe Agile and Tailored Waterfall methodologies to manage project execution.

  • Support executive-level presentations and demonstrations, providing clear and concise updates on project status and outcomes.

Technical & Documentation Expertise:

  • Read, interpret, and apply industry standards to complex IT and construction documentation, including:

    • Network diagrams (block connect, wireline, elevation)

    • Configuration management diagrams

    • Blueprints and construction narratives

    • Building Program of Requirements (PORs)

    • Contracts, agreements, work letters, project charters, surveys, drawings, and proposals

  • Collaborate with technical teams to ensure alignment between design documentation and implementation plans.

Required Qualifications:

  • Bachelor's Degree from an accredited college or university in a related field (e.g., Computer Engineering, Network Engineering, Engineering).

  • Minimum of 8 years of experience leading enterprise-scale network and IT infrastructure initiatives.

  • Proven experience managing complex IT projects within construction and renovation environments.

  • Demonstrated success in leading teams to deliver outcomes on schedule and within budget.

  • Proficiency in SAFe Agile and Tailored Waterfall project management methodologies.

  • Strong analytical skills with experience identifying and mitigating project risks.

  • Excellent communication skills, including stakeholder engagement and executive-level presentations.

  • Must possess an active Top Secret clearance with SCI eligibility. Candidates will be required to undergo a polygraph examination post-hire.

Preferred Skills:

  • Project Management Professional (PMP), SAFe Agilist, or similar certifications.

  • Experience with enterprise IT integration in federal or government environments.

  • Familiarity with network infrastructure technologies (e.g., Cisco, Juniper, SDN).

  • Experience with enterprise upgrade planning and execution.
