Role Description:

The Utility Services Worker II/CDL serves as a crewmember during inspection and investigation of system problems and performs various tasks to support the operations of the water distribution and sewer collection systems. Major activities include performing repair, flushing water distribution systems, replacement and lining of mains and service lines, laterals, taps, fire hydrants, valves, catch basins, etc.



Essential Duties & Responsibilities:


  • Performs various manual tasks to support the general maintenance and repair activities of the water distribution and sewer collection systems. Assignments can vary from day-to-day and may include investigating customer complaints, repairing and maintaining mains, service lines, laterals, taps, fire hydrants and valves, meters, flushing hydrants and water mains, and cleaning catch basins, etc.
  • Assists in inspecting customers' plumbing for illegal connections, cross-connections, tampered-with meters, or seals, etc.
  • Assists in conducting inspections and investigations of the water and sewer systems in response to issues such as water leaks, sewer problems, service backups, service breaks, meter malfunctions, billing issues and other customer complaints.
  • Inspects water meters for potential issues and takes appropriate action as needed or instructed, flushes fire hydrants and water lines, and makes water and sewer taps for new services.
  • Assists with inspection of work performed on the distribution system by outside contractors.
  • Performs emergency and scheduled work which may include assisting in shutting off mains, cleaning catch basins, raising and lowering manholes, bringing cleanouts and other assets to grade, constructing, and installing manholes and cleanouts.
  • Distributes and serves appropriate notifications to customers, including service interruptions, water shut offs, no parking signs, and other verbal and written communications, as applicable.
  • Connects and disconnects water and sewer services, backfills all excavated areas, and assists in moving and positioning equipment at work sites.
  • Operates a variety of vehicles, equipment, and power tools, including trailers, dump trucks, jet vacs, combination sewer cleaners, compressors, and tractors with a front-end loader. Additionally, operates other attachments such as pile drivers, backfill tampers, catch basin cleaners, paving breakers, jackhammers, and other equipment related to the maintenance, repair and construction of water and sewer systems.
  • Assists in preventive maintenance on equipment, facilities, and stations as directed, and check stations, sewer lift stations which involves reading instrumentation and responding to various situations that may arise.
  • Participates in sample collection of samples and performance of field level water quality analysis in water distribution and sewer collections systems.
  • Assists in the setup, operation, and maintenance of a variety of safety-related equipment according to the DC Water's safety procedures and SOP.
  • Complies with applicable safety rules and regulations relating to confined space, traffic control, excavation work, etc. and directs the installation of traffic control excavation and confined space safety devices.
  • Utilizes various equipment to determine the location of underground structures and leaks.
  • Assists in meter reading duties, meter testing, office operations, and general distribution.
  • Assists in preparing daily work reports recording field data and accurate description of work.
  • Cleans and flushes sewer lines, televises sewer mains using closed circuit TV camera system.
  • Cleans and restores work sites after jobs are completed to ensure that worksites are left in a safe, clean condition.
  • Performs other related duties and projects as assigned at the direction of the immediate supervisor.

Required Experience:
Two (2) years of progressive experience related to work involved with repairing and maintaining water distribution, and/or sewer collection systems.
Ability to determine appropriate methods, equipment, materials, and techniques required for performing work assignments.
Ability to perform tasks in a safe manner.
Ability to communicate clearly both orally and in writing.
Ability to understand and follow oral and written instructions.
Minimum Education Requirements:
High School diploma or General Educational Development (GED) certificate.
Required Skills:
Use of a wide range of tools and equipment of the trade, including backhoes, dump trucks, and compressors

Required License & Certifications:
Must possess and maintain current a valid Motor Vehicle Operator's License, Commercial Driver's License - Class B with air brakes, Tanker's N Endorsement.

Physical Requirements:
The position involves considerable physical exertion, such as regular climbing of ladders, lifting of heavy object (up to 90 pounds) on highly frequent basis and/or assuming awkward positions for long periods of time.
There are routine risks of exposures to significant levels of heat, cold, moisture, and air pollution.
The position may involve periodic risks of exposure to raw sewage, chemical substances, and physical trauma of minor nature such as cuts, bruises, and minor burns.
Appropriate personal protective equipment (PPE) will be provided to ensure the safety of the employees. This may include, but is not limited to gloves, safety glasses, shoes, earplugs or muffs, hard hats, respirators, or coveralls, vests, and full body suits.
Must be able to work shift work, holidays, and weekends.
Must be placed on call during hours and schedule identified by the Authority and required to work overtime during emergencies.

Ability to read and interpret engineering plans, maps (including GIS), designs, and drawings.

Associate's degree in water technology, Utility Operations, or other related fields.
