DEPARTMENT: Silvercrest Management POSITION TITLE: HUD Voucher Specialist STATUS: Full-Time, Non-Exempt PAY RANGE: $30.00 - $32.00 per hour MISSION STATEMENT: The Salvation Army, an international movement, is an evangelical part of the universal Christian Church. EDUCATION AND WORK EXPERIENCE: * Minimum 3-5 years work experience in residential property management with an emphasis in affordable housing compliance. (Corporate office experience preferred) KNOWLEDGE, SKILLS AND ABILITIES REQUIRED: * Basic knowledge of HUD Regulatory requirements for the 202 housing program (Section 8 and PRAC) SCOPE OF POSITION: The Silvercrest Management Department of The Salvation Army manages more than 30 HUD subsidized senior and disabled housing communities geographically dispersed throughout nine of the western states. It is the responsibility of the HUD Voucher Specialist to process the monthly HUD billing voucher in compliance with HUD regulations. The HUD Voucher Specialist will review all tenant data for accuracy and transmit data electronically to HUD/PBCAs for payment; provide frontline technical support to site staff for HUD compliant software system and provide support to Supervisor with compliance monitoring and special projects. ESSENTIAL DUTIES AND RESPONSIBILITIES: 1. Communicate daily with the Exec. Director and HUD Compliance Director for compliance reporting and direction
2. Manage compliance communication to/from site staff, including but not limited to receiving and reviewing compliance forms, sending out compliance related instructions or reminders, and maintaining records and tracking systems for this communication. 3. Process, review for accuracy and submit HAP vouchers to HUD and Project Based Contract Administrators (PBCAs). 4. Research and correct any TRACS errors that may arise during monthly submissions of tenant data identified in the TRACS mailbox for PRACS 5. Review and correct draft reconciliation reports from the PBCAs and resubmit vouchers as required. 6. Post monthly receipt of HAPs and communicate with accounting 7. Assist with providing front line technical support related to compliance for HUD compliant software system (OneSite) via email/phone to site staff, and interact with Realpage regarding service tickets, as needed 8. Provide compliance support to site staff and Regional Managers via email and/or phone or in person 9. Process annual gross rent increases and utility allowance changes in OneSite, and reconcile. 10. Enter the annual income limits into Onesite and distribute this information to site staff and Regional Managers 11. Assist with the Utility Allowance analysis calculations for submittal to HUD/PBCAs 12. Monitor receipt of the monthly EIV Resolution Reports and assist Supervisor with resolving failed verification discrepancies. 13. Assist in setting up systems of compliance record keeping and reporting. 14. Assist in preparing site for agency compliance file audits and work with the Property Managers or Regional Managers to assist with corrections within deadlines set by auditors 15. Assist with Special Claims compilations and submissions. 16. Assist with the development and distribution of new forms/procedures. 17. Assist with training as instructed on compliance and vouchering matters 18. Field phone inquiries from applicants / residents directly related to property specific compliance requirements and program eligibility.
