THE POSITION

Are you looking for a meaningful and fulfilling job opportunity? The Pennsylvania Department of Drug and Alcohol Programs is seeking a Fiscal Management Specialist 2 to join our team. In this role, you will be responsible for conducting complex financial responsibilities that support our mission to prevent and reduce drug, alcohol, and gambling addiction and abuse in the Commonwealth of Pennsylvania. DESCRIPTION OF WORK

As a Fiscal Management Specialist 2, you will be responsible for the daily management of state appropriations funds that support people in need of assistance with alcohol use disorder, medical marijuana, housing during treatment recovery, and related supportive services. This includes the preparation of weekly expenditure reports; fund analysis reports; budget, expenditure, and revenue adjustments; and liquidation of commitments. You will also assist in the preparation of spending plans and salary projections for assigned appropriations during the state budget and re-budget process, as well as the budget hearing packages for submission. Other responsibilities include performing monthly reconciliation of the Recovery House licensing fees; preparing and completing revenue adjustments from the Recovery House Restricted Revenue Appropriation for review and approval; and preparing encumbrance adjustments, budget adjustments, expenditure adjustments, liquidations, and other documents associated with said appropriations.

This role also prepares and tracks through final execution Notification of Subgrants and other Memorandum of Understandings between DDAP and other agencies; prepares annual account code memos, quarterly travel code administrative circulars, and other financial correspondence distributed to department staff; assists in preparation of the State Fiscal Year End closing process for assigned appropriations; prepares operating prenotes and general invoices related to the department for supervisor's approval; and provides back up to fiscal professionals in the Budget Section as needed. Work Schedule and Additional Information:
  • Full-time employment, 37.5 hours per week
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time up to 3 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a Fiscal Management Specialist 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • One year of experience in professional fiscal administration, and a bachelor's degree in business administration, accounting, finance, economics, or a related field; or
  • An equivalent combination of experience and training.
