Sr Program Manager

We are seeking a seasoned Senior Program Manager to lead the planning, execution, and contractual oversight of geospatial programs in a federal government environment. This position plays a critical role in managing federal GIS projects and ensuring that all contracts are strategically negotiated, compliant with the Federal Acquisition Regulation (FAR), and aligned with agency mission objectives.

The ideal candidate will bring deep program management experience in the federal sector, a comprehensive understanding of GIS technology and data, and a proven track record managing multi-vendor contracts within complex regulatory frameworks.

Key Responsibilities

• Lead program management of large-scale GIS initiatives supporting federal missions, including civil, defense, intelligence, or environmental agencies.
• Negotiate, structure, and manage contracts for GIS software, data services, and professional consulting, ensuring full compliance with federal acquisition regulations (FAR/DFARS).
• Collaborate with federal contracting officers, legal counsel, and program sponsors throughout the acquisition lifecycle.
• Prepare or support the development of Statements of Work (SOW), Performance Work Statements (PWS), and Independent Government Cost Estimates (IGCEs).
• Lead or support RFI/RFP/RFQ processes for GIS-related procurements.
• Oversee contract deliverables, vendor performance, and SLA compliance, including tracking KPIs and milestones across task orders.
• Ensure proper management of federally funded budgets, grant allocations, and inter-agency agreements (e.g., MOUs, IAA).
• Coordinate across multiple federal stakeholders to ensure program alignment, data standardization, and adherence to federal geospatial policy (e.g., FGDC, NSDI).
• Develop executive-level briefings and progress reports for federal leadership, including risk mitigation strategies and compliance updates.
• Support audit readiness and documentation for programs subject to OMB, GAO, or IG review.

Qualifications

• Bachelor's degree in Geography, GIS, Public Administration, Business, or a related field (Master's preferred).
• 8+ years of experience in program or project management, with at least 5 years managing contracts within the federal government environment.
• Strong understanding of GIS platforms (e.g., Esri ArcGIS Enterprise, ArcGIS Online), geospatial data standards, and federal data initiatives.
• Demonstrated experience managing federal procurement processes and contract vehicles (e.g., GSA Schedules, IDIQs, BPAs, GWACs).
• Deep knowledge of FAR, acquisition strategy development, and vendor negotiations.
• PMP, PgMP, FAC-P/PM, or DAWIA certification preferred.
• Excellent interpersonal and stakeholder management skills, including experience working with federal CIOs, COs, CORs, and program managers.
• Ability to obtain and maintain a security clearance if required.

PHYSICAL REQUIREMENTS

This position requires frequent standing, walking, and moving around construction sites or facilities, sometimes on uneven or hazardous terrain. The candidate must be able to climb ladders, access confined spaces, and occasionally lift and carry up to 50 lbs. Visual acuity and manual dexterity are necessary for performing inspections and handling tools or equipment. WORK ENVIRONMENT

The work environment is dynamic and includes both office settings and field locations, such as active construction sites or operational facilities. Candidates may be exposed to varying weather conditions, noise levels, and potential safety hazards. Strict adherence to OSHA standards, safety protocols and the use of personal protective equipment (PPE) are required. Travel to different sites and flexibility in work hours, including occasional evenings or weekends, may be necessary to meet project deadlines and client needs. This position may also be eligible for remote work, in which case a suitable home workspace is required to support effective job performance. Employees when working remote agree to maintain a safe and ergonomically sound work environment.
