Salary/Wage Range: $27.53 - $40.38 (Classified Hourly Pay Grade 14)
Salary/Compensation Statement:

  • Hourly wage reflects an approximate annual salary of $57,269 - $83,986.
  • New employees may not be placed on the salary schedule higher than any current employee in this classification with the same or greater number of years' relevant experience and education.

  • Lane Community College is considered a qualifying public employer for the purposes of the Public Service Loan Forgiveness Program. Required QUALIFICATIONS




Required Education:
Bachelor's degree in occupational health and safety, environmental engineering, environmental health, safety engineering, industrial hygiene, or a related field.
Required Experience:
Three years of relevant experience in occupational safety and health. One year of the required experience must be in a lead or supervisory capacity.
Licensure or Certification Requirements
Preferred:


  • CSP, CIH, or other nationally recognized certification.
  • Authorized OSHA Outreach Trainer for General and Construction Industry.

  • OSHA Competent Person for Excavations, Confined Spaces, and Fall Protection.

  • NFPA 70E Arc Flash training.

  • Experience coordinating all aspects (written program document, assessing hazards, identifying controls, training, auditing, etc.) in at least three of the following program areas: cranes/hoists, machine guarding, lockout/tagout, powered-industrial trucks, confined space entry, electrical safety, elevated work/fall protection, hazard communication, chemical safety or respiratory protection.
  • Experience in development of written OSHA compliant programs and coordinating implementation of the program throughout large complex organizations with diverse operations including teaching laboratories, manufacturing, construction, utilities, warehousing, public works, and emergency response.
  • Experience performing job hazard analyses, hazard assessments, building safety inspections and recommending corrective actions including selection of personal protective equipment.
  • Experience in industrial hygiene surveys and data interpretation for selection of proper controls including local exhaust ventilation and respiratory protection.
  • Experience in qualitative and quantitative respirator fit testing.
  • Experience and flexibility with limited resources, changing priorities and compliance awareness of a diverse workforce.
  • Experience as a chemical hygiene officer.

Position Purpose:
This position ensures college compliance with state and federal occupational safety and health regulations.
Essential Functions:

  • Understand, interpret, implement and monitor federal, state, and local regulations regarding the protection of faculty, staff, students, and visitors (OSHA, OR OSHA, US EPA, DEQ, ASHRAE, NFPA).
  • Plan, organize, develop and assist with the implementation of Occupational Safety and Health Programs.
  • Formulate and implement a plan for the continual evaluations of Occupational Safety and Health policies, programs, and procedures.
  • Develop and conduct safety training.
  • Perform hazard assessments and building safety inspections to promote compliance with local, state, and federal regulations, and campus policies, programs, and procedures.
  • Report assessment and inspection findings including risk and options for corrective actions to department heads, deans, and campus officers.
  • Provide ongoing support during corrective actions phase including re-evaluations, industrial hygiene monitoring, selection of appropriate control measures, liaison with appropriate vendors for product research, engineering design consultation and review, standard operating procedure development assistance and review, training, and other programmatic activities as necessary.
  • Maintain liaison with local, state and federal regulatory agencies to ensure compliance with applicable occupational safety and health codes, standards or regulations.
  • Assist with the assessment and prioritization of needs for the Occupational Safety and Health function at the college.
  • Assist with the development of goals, vision and strategic plans for Occupational Safety and Health function.
  • Serve on campus safety committees to provide consultation to the committee and individuals as an Occupational Safety and Health subject matter expert
  • Problem solve and manage sensitive information with appropriate awareness of FERPA standards; maintain confidentiality and sensitivity to the privacy needs of students.
  • Other duties as assigned.

Supervision Statement:
Reports to and works under the guidance of the Manager for Risk and Benefits. Work is performed independently based on previous knowledge and professional judgment, according to local, state, and federal regulations, applicable laws, College policies and program guidelines.
Physical Demands/Working Environment:
Environmental Demands: May work in extreme weather conditions. May be exposed to potential danger from moving parts and equipment. May be exposed to heavy dust, loud noise, chemical fumes, welding torches, and other general conditions found within the construction trades. May work around biohazards and chemicals with proper training. Must be capable of wearing all required personal protective equipment including respiratory protection, eye/face protection, hearing protection, protective footwear, and protective clothing. May have to climb ladders, work from elevated surfaces, access tunnels, work around/in confined spaces, and other hazards.

Physical Demands: Generally administrative work, but requiring extensive walking for job site reviews and staff communications. Must be able to climb ladders and stairs. Must be able to work in mechanical/electrical rooms, fabrication shops, and teaching laboratories. Position involves frequently lifting tools, toolboxes, technical equipment, equipment cases/containers, and packages for shipment weighing up to 25 pounds.

  • Comprehensive Understanding of OSHA Standards and Regulations: In-depth knowledge of federal OSHA regulations (e.g., 29 CFR 1910 General Industry, 29 CFR 1926 Construction), relevant state-specific occupational safety and health laws, and industry-specific standards (e.g., manufacturing, healthcare, oil & gas). This includes understanding the General Duty Clause, Hazard Communication Standard, Lockout/Tagout, confined space entry, fall protection, etc.
  • Safety Management Systems (SMS) Principles: Knowledge of developing, implementing, and maintaining effective safety management systems, including risk assessment, hazard identification, incident investigation, and corrective action methodologies.
  • Industrial Hygiene Principles: Basic understanding of industrial hygiene concepts related to chemical exposures, noise, air quality, ergonomics, and appropriate control measures.
  • Emergency Preparedness and Response: Knowledge of developing and implementing emergency action plans, fire prevention plans, and crisis management protocols.
  • Safety Training and Education Methodologies: Understanding of adult learning principles and effective methods for developing and delivering safety training programs to diverse audiences.
  • Accident Investigation Techniques: Knowledge of root cause analysis, incident reporting requirements, and techniques for thoroughly investigating workplace accidents and near-misses.
  • Personal Protective Equipment (PPE): Thorough understanding of various types of PPE, their proper selection, use, maintenance, and relevant OSHA requirements.
  • Recordkeeping and Documentation Requirements: Knowledge of OSHA recordkeeping requirements (e.g., OSHA 300, 300A, 301 logs), and best practices for maintaining accurate safety documentation.
  • Construction Safety (if applicable): Specific knowledge of construction safety hazards, regulations, and best practices.
  • Environmental Regulations (if applicable): Basic understanding of relevant environmental regulations that may intersect with occupational safety.
