The Business Development Director is responsible for business capture management and planning. The BD Director will find and build client and corporate relationships while sponsoring interaction to obtain contracts. This role manages the identification of opportunities to build a pipeline that is consistent with achieving the company's strategic goals.

Essential Duties and Responsibilities

This position includes the following. Other duties may be assigned.

  • Performs Capture Manager duties for all assigned opportunities. Supports all phases of the Capture Process -- opening game (market analysis, strategic planning), middle game (relationship and opportunity management), and endgame (teaming negotiation, proposal support).

  • Assists with proposal development for new opportunities and re-competes. Participates in writing, editing, and reviewing technical, cost, management, and past performance proposals and other documentation including substantiation packages.

  • Supports the Gate Review process (lead identification/initial screening, lead qualification/marketing, capture planning, and bid decision). Develops Gate Review briefings (capture plans). Builds and maintains the opportunity pipeline.

  • Develops strategies for building competitive advantage and positioning the company to win new contracts by developing teams and building partnerships and business relationships.

  • Assists in determining work share and coordinating Teaming Agreements.

  • Assesses current competitive position from the client's viewpoint (business case analysis, Strengths, Weaknesses, Opportunities and Threats (SWOT).

  • Collects intelligence on the customer and attempts to shape the Request for Proposal (RFP) through customer visits, briefings, and written responses.

  • Collaborates with internal departments, such as marketing, sales, and engineering, and external partners and allies in the development and implementation of strategies, plans, and business models.

  • Seeks out and researches prospective opportunities using market intelligence platforms (Deltek GovWin, SAM.gov, Federal Procurement Data System), making phone calls, traveling, attending conferences, and utilizing the Internet and AI tools.

  • Markets new and existing business through creation, development, and implementation of various business solutions.

  • Manages relationships with various prospects, clients, and partners in the government contracting environment.

  • Provides support to upper management in deal negotiations, contract development, due diligence, and other business development or alliance development projects.

  • Provides input to the management team on new product or service features to be developed to meet current and future customer needs.

  • Provides guidance and mentors more junior business development and program management staff.

Supervisory Responsibilities

Directly supervises employees in the Business Development Department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Qualifications

Education and/or Experience

Minimum of bachelor's degree in Business, Technical, Legal or related field required and a minimum of 15 years of business development experience, 10 of which must be in DoD specialized acquisitions. A master's degree and a minimum of 8 years of business development experience with a services company preferred.

Certificates, Licenses, Registrations

Shipley certification, Project Management Professional (PMP) certification or Defense Acquisition Workforce Improvement Act (DAWIA) Level II Program Management certification (or military service or DoD Component equivalent certification) desired.

Computer Skills

To perform this job successfully, an individual should have knowledge of Word Processing, Spreadsheet, and Project Management software.

Position Type/Expected Hours of Work

This is a full-time position. Standard days and hours of work are Monday through Friday, 8:00 a.m. to 5:00 p.m.

Travel

Must have the ability to travel a minimum of 25%. Some air travel may be required.

Clearance

Must have the ability to obtain the appropriate level of security clearance.
