Overview

Nakupuna Companies is looking for a Risk Analysis and Management (RAM) Program Analyst to support the Bureau of Administration's Office of Critical Environment Risk Management (A/GO/PST/CERM) Risk Analysis and Management (RAM) Program. The Risk Analysis and Management (RAM) Program Analyst is responsible for Counterterrorism (CT) vetting for the State Department. Vetting is a due diligence check of individuals and organizations under consideration to receive State Department awards. This is meant to mitigate the risk that Department funds or resources could be diverted to terrorist organizations, their members, their supporters, or related entities.

A Program Analyst's main role in this process is to search for, identify, and compile potentially derogatory information that is then passed to offices for review and adjudication. Other key roles of a RAM Program Analyst include meticulous data entry, excellent customer service, database management, quality control, accountability, reporting, and general administrative support.



Responsibilities

The following reflects management's definition of key functions for this job and reserves the right to assign additional duties as necessary to meet operational requirements:

Conduct vetting of organizations and individuals under consideration for Department awards. This function includes but is not limited to:

    Receiving and inputting requests for vetting from Department program offices
  • Reviewing, verifying, and processing submissions of Risk Analysis Information forms
  • Performing vetting searches using open source, industry, law enforcement, and both unclassified and classified government databases
  • Inputting all findings into the RAM program's proprietary case management software
  • Communicating vetting results to program offices
  • Packaging potentially derogatory information for program office review and adjudication
  • Recording final determinations from program offices

Perform general administrative tasks in support of RAM:

  • Implementing new methods and findings through the use of quantitative and qualitative methods to improve service to different bureaus and stakeholders
  • Communicating effectively, both orally and in writing to higher echelon government supervisors, and collaborating with employees on all levels in order to provide new efficiencies in the government process
  • Contributing to reports, briefings, and memoranda addressing program trends, significant accomplishments, potential problems, and other areas of importance to A/GO's highest levels
  • Maintaining project records, RAM's database, schedules, and files
  • Reviewing, analyzing and following all applicable laws, regulations and policies
  • Working in a secure environment, to include knowing and following the Department's policies and protocols for operating in a secure environment
  • Recording daily, weekly, and monthly activities/metrics
  • Reviewing and maintaining several excel spreadsheets at once - proficient in Microsoft Word, Outlook, and Excel
  • Helping maintain office supplies, equipment, and other administrative needs


Qualifications

Skills/Qualifications: Excellent communication, organizational and problem-solving skills, attention to detail and accuracy, time management, judgment and decision-making ability are essential. The ideal candidate has the ability to prioritize work efficiently, takes initiative, and is adaptable to fluid situations.

Education and Experience:

  • B.A./B.S. Degree from an Accredited institution
  • This position requires at least one year of experience providing vetting, due diligence, open source intelligence, or investigative research support
  • Computer skills and working knowledge of relevant software such as MS Office Suite and an in-depth knowledge of databases is required

Security Clearance: An Active Top Secret clearance and an ability to obtain Sensitive Compartmented Information (TS SCI) access is required. Must be U.S. Citizen.

Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation:

  • Ability to perform repetitive motions with the hands, wrists, and fingers.
  • Ability to engage in and follow audible communications in emergency situations.
  • Ability to sit for prolonged periods at a desk and working on a computer.

The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation range for this position is $70,000 to $85,000 annually. The range displayed represents the typical range for this position and is just one component of Nakupuna Companies total compensation package for employees.#L
