Torch Technologies is seeking a Systems Engineer, Senior with Oracle EBS, SQL, and Cloud Migration experience to join a team to support the development and sustainment of systems assigned to the Air Force Human Resources Systems Division (AF HRSD) headquartered at Randolph AFB (San Antonio, TX area).

As a Senior Systems Engineer, your duties will include the following, but are not limited to:

  • Identify, describe, and apply emerging IT acquisition strategies, best practices, IT-related performance measures and quality management in support of acquisition planning, information assurance/cybersecurity, test and evaluation processes, verification and validation processes, and/or, fielding and sustaining of IT/software systems;

  • Conduct reviews on program portfolio to evaluate and/or recommend alternative plans, improve systems engineering programs/processes, manage/sustain program technical baseline, and design/perform system level tests to assure that subsystems and system performance is achieved in accordance with approved specifications;

  • Perform program reviews to evaluate alternative proposed plans, systems engineering programs, design and test results to assure that subsystem and system performance is achieved in accordance with program specifications;

  • Prepare technical documentation which defines, specifies, and recommends system/subsystem characteristics;

  • Prepare management reports and conducts technical presentations for planning, implementation and corrective action using application of engineering principles;

  • Perform validation of software systems including development of analyses/evaluation criteria and procedures, analyses/evaluation of results, and related recommendations;

  • Provide Agile and Digital system/program engineering, technical support and technical training to support programs/initiatives including, but not limited to, acquisition, development, integration, sustainment, continued evolution, deployment/fielding and installation, and operations oversight;

  • Provide engineering support services and inputs to program and project risk management activities in compliance with AF Systems Engineering Assessment Model (SEAM) processes; and,

  • Perform all (system) engineering according to applicable DOD, AF, AFMC directives, instructions, and manuals, to include, but not be limited to, AFI 63-101, AFMAN 63-144, AFMCI 63-1202, AFMAN 63-128, AFI 99-103 and their updates, successors (as happens over time).

Required Qualifications:

  • U.S. Citizenship

  • Master's or Doctorate Degree in a related field and 10 years of experience in the respective technical/professional discipline being performed, 5 years of which must be in the DoD.

  • OR, Bachelor's degree in a related field and 12 years of experience in the respective technical/professional discipline being performed, 5 of which must be in the DoD.

  • OR, 15 years of directly related experience with proper certifications as described in the PWS labor category performance requirements, 8 of which must be in the DoD.

  • Experience in Air Force Program system engineering policies, procedures, and practices.

  • Experience with DoD IT networks and services to include connectivity requirements, i.e., GCDS, SCCA, BCAP, Cloud Computing SRG, etc.

  • Experience with IT/Business System technologies to include but not limited to Oracle Cloud Infrastructure (OCI), Cloud One, AWS, and MS Azure.

  • Technical skills in systems and software engineering pertaining to full acquisition life cycle(i.e., pre- and post-award, development, testing, and fielding).

  • Experience with the Risk Management Framework (RMF), and Federal DoD Cybersecurity regulations, policies and best practices.

  • Experience and knowledge of Digital Engineering practices and processes (i.e., Artificial Intelligence (AI), serverless architecture and microservices applications, etc.)

  • Experience with Agile methodologies and knowledge of Agile tools (JIRA, Confluence, and BitBucket).

  • MS Office Applications - MS Visio, MS Excel, MS Word, MS Outlook

  • Proficient in PL/SQL, Java, JavaScript Python, Unix, .NET, and REST API a plus.

  • Secret Clearance is required. Must maintain clearance at required level.

  • JIRA, Confluence, Bitbucket
