JOB TITLE: Proposal/Estimating Manager DATE: May 2022

PLANT/DEPARTMENT: Defense Administration DIRECTED BY: Business Development Manager

IMPORTANT WORKING RELATIONSHIPS: Business Development, Program Managers, Plant Managers, Engineers, Purchasing, Manufacturing.

SUPERVISES: Marketing Specialist, Estimators, Technical Writer

PRIMARY RESPONSIBILITY: Responsible for supervising the preparation of cost estimates and proposals and the development of estimating standards; for compiling and analyzing comparative cost data on purchased parts, materials, and services. Lead other departments to new competitive processes, methods, and revised estimating rational that accurately project the cost of new approaches. Lead the organization to winning proposals, meeting internal and external schedule requirements.

MAJOR DUTIES:

  1. Manages the proposal preparation process from start to confirm on-time delivery at the customer.
  2. Schedule Bid/No Bid meetings and the proposal timeframe.
  3. Assigns Estimators and oversees the preparation of cost estimates, checking their estimates and supporting data for accuracy and completeness.
  4. Develops top-down estimates on new and re-designed product line items for use in comparison to the bottoms-up estimate.
  5. Advise engineering personnel regarding manufacturing costs and producibility of product designs. Suggest re-design and substitution of materials or parts to reduce costs and improve production processing when necessary.
  6. Attends cost and price reviews and presents cost estimates and risk assessments to management team for utilization in the development of pricing strategies.
  7. Aids in internal and external audits.
  8. Assures that proposal content meets customer requirements and/or contains exceptions and/or clarifications to requirements.
  9. Other duties as assigned.



EDUCATION PREFERRED/SPECIAL NOTES:

  • Bachelor's degree in associated discipline or equivalent experience



EXPERIENCE PREFERRED/SPECIAL NOTES:

  • 5-10 years experience minimum experience in Manufacturing, Cost Estimating or related field
  • Strong communication skills both written and verbal
  • Demonstrate ability to lead others
  • Innovative and analytical thinker
  • Strong computer skills and quickness
