LOCATION OF (1) POSITION(S) TO BE FILLED: DEPARTMENT OF SAFETY & HOMELAND SECURITY, DRIVER LICENSE ISSUANCE DIVISION, PUTNAM COUNTY

This position is designed as Hybrid (In office and Remote).

This position requires a criminal background check. Therefore, you may be required to provide information about your criminal history in order to be considered for this position.

Qualifications

Education and Experience: Education equivalent to graduation from a standard high school.


Necessary Special Qualifications: Applicants for this class must:
  1. Be willing to qualify and obtain a Tennessee Handgun Permit;
  2. Be at least twenty-one (21) years of age on the date of application;
  3. Be a citizen of the United States or a lawful permanent resident;
  4. Have a good moral character, as determined by investigation;
  5. Complete a criminal history disclosure form in a manner approved by the appointing authority;
  6. Agree to release all records involving their criminal history to the appointing authority;
  7. Supply a fingerprint sample in a manner prescribed by the TBI for a fingerprint based criminal history records check;
  8. Have no conviction for a felony or have been discharged under any other than honorable conditions from any branch of the United States armed forces;
  9. Possess a valid Tennessee motor vehicle operator's license at the time of appointment;
  10. Upon appointment, successfully complete a prescribed course of instruction at the Department of Safety and Homeland Security Training Center.

Overview

This classification inspects Handgun Schools and ranges for compliance, maintaining detailed records, and supporting program evaluation through audits and curriculum recommendations. This classification requires strong communication skills, use of departmental technology, and the ability to manage administrative tasks, training, and public outreach while maintaining necessary certifications and equipment. Additionally, this classification demands physical capability to perform inspections in varied environments and flexibility to work irregular hours across statewide locations. This classification differs from the Safety Handgun Program Manager in that incumbents of the latter supervise incumbents of this class and are responsible for managing an assigned program function within the Safety Handgun Division (i.e. the Handgun Carry Permit Processing Unit or the Handgun Safety School Inspection Unit).

Responsibilities

  1. Inspects Handgun Schools, records, and reports to ensure compliance with rules and regulations. Supports the planning and evaluation of instruction and program goals, including conducting random or unannounced class and range audits.
  2. Communicates effectively with supervisors, peers, and third-party vendors (School Owners and Instructors) while operating under general guidance from the Program Director. Schedules inspections, submits monthly activity reports, and reports any potential issues or safety concerns to leadership.
  3. Maintains certifications and licenses to include departmental Handgun Instructor certification, valid TN Handgun Permit, and TN driver's license, participates in ongoing Handgun Permit Issuance training, manages state-issued equipment and supplies, and ensures secure handling and storage of materials related to the Handgun School Program. Responsibilities also include working flexible hours, operating from regional locations with statewide duties, and visibly representing the department through issued identification and clothing.
  4. Ensures accurate and timely documentation of Handgun School inspections and audits by scheduling visits, submitting reports to the Director of the Handgun Program, and uploading records and photos to SharePoint. Utilizes department-issued technology and systems to manage communication, scheduling, and required submissions, while maintaining an up-to-date master schedule of all Handgun Schools.
  5. Educates and engages external audiences by conducting training for Handgun School owners, instructors, and permit applicants while promoting positive public relations and community involvement. Represents the department at events such as gun shows and civic group meetings to support and advocate for the Handgun Program.
  6. Conducts annual inspections of handgun schools and ranges to ensure compliance with safety regulations and policies, utilizing knowledge of handgun operations, safety, and malfunctions; inspects classrooms and monitors course efficiency, recommending curriculum updates as needed.
  7. Performs general physical activities required for the job, including squatting, standing, sitting, climbing, bending, and lifting up to 50 pounds; uses appropriate safety equipment such as eye and ear protection and body armor during firing range inspections; carries necessary inspection tools and equipment; safely operates department vehicles; and performs duties in diverse environmental conditions.
  8. Utilizes Microsoft Office programs, SharePoint, and departmental laptops with wireless connectivity to manage documents, reference materials, and communication. Operates smartphones, audio/visual equipment, navigational tools, scanners, and printers to support educational and administrative duties.

TN Driver Standards
