Strategic Information (SI) Specialist - Namibia Consultant

Background:

The Data for Implementation (Data.FI) Project is a global initiative funded by the U.S. Government through the U.S. Department of State (DOS). Its primary goal is to improve data quality and use to accelerate HIV epidemic control and support life-saving service delivery. The project strengthens health information systems (HIS) and builds the capacity of local governments and institutions, ensuring sustainable, country-owned solutions that maintain the impact of HIV/AIDS programs.

In Namibia, Data.FI supports the Ministry of Health and Social Services (MHSS) to enhance digital M&E systems, generate high-quality HIV and TB data, and promote data-driven decision-making. These efforts contribute to a resilient national health information ecosystem that advances program sustainability and empowers Namibia to lead its HIV response with evidence-based strategies.

Position Overview:

The Strategic Information (SI) Specialist will play a critical role in enhancing HIV/TB program performance through improved monitoring and evaluation (M&E), data quality assurance, and stakeholder collaboration. The Specialist will provide targeted M&E support to the U.S. Department of State (DoS) team and its implementing partners (IPs), focusing on strengthening data quality systems, conducting verification checks, and generating actionable data products to improve service delivery and health outcomes.

The SI Specialist will also support the facilitation of quarterly joint data review meetings between the U.S. Government (USG) and the Government of Namibia, ensuring effective collaboration and data exchange. These efforts will strengthen the availability, accuracy, and use of HIV/TB data for evidence-based decision-making, accelerate progress toward epidemic control, and promote sustainable, country-owned data reporting systems.
Key responsibilities will include conducting data quality audits, Site Improvement Monitoring Systems (SIMS)visits, deduplication exercises, and preparing quarterly reports with analyses of DoS Monitoring, Evaluation, and Reporting (MER) indicators, expenditure, and human resources data. The Specialist will also contribute to knowledge management by documenting lessons learned and supporting the development of presentation materials and logistical arrangements for stakeholder engagements.

The Strategic Information (SI) Specialist will provide technical leadership and hands-on support to DOS implementing partners (IPs) to strengthen monitoring, evaluation, and learning (MEL) systems for HIV/TB programs. The SI Specialist will focus on improving data quality, enhancing reporting in national and global systems, and facilitating quarterly data review meetings with stakeholders.

This position will ensure accountability for results and compliance with U.S. Government (USG) and PEPFAR reporting requirements, while advancing Namibia's HIV/TB response. By supporting the generation, verification, and use of high-quality HIV/TB data, the SI Specialist will contribute directly to life-saving service delivery, program improvement, and achievement of national and global epidemic control targets.

Primary Duties and Responsibilities:

  • Conduct routine data quality audits and verification checks on HIV/TB data reported by DoS implementing partners (IPs), and document findings and recommendations.
  • Perform SIMS visits to assess site-level performance and support follow-up actions.
  • Provide quarterly data quality improvement briefs to the DoS team, summarizing key issues, gaps, and recommended corrective actions.
  • Support quarterly deduplication of HIV/TB data across USG interagency systems and document the process and outcomes.
  • Prepare quarterly summary reports with unique analyses of MER indicators, expenditure, and human resources data to inform program oversight and decision-making.
  • Facilitate knowledge management by documenting and disseminating best practices, lessons learned, and success stories to enhance learning and continuous improvement.
  • Provide technical and logistical support for quarterly joint HIV/TB data review meetings between the U.S. Government and the Government of Namibia.
  • Assist the Government of Namibia in developing templates and slide decks for presenting HIV/TB program data related to DoS IPs.
  • Organize and procure venues for stakeholder engagement meetings, ensuring smooth coordination and participation.
  • Document meeting outcomes, including key findings, action points, and assigned follow-up responsibilities, and compile a summary report at the end of the implementation period.

Qualifications:

  • Master's degree in Public Health, Epidemiology, Statistics, Demography, Health Informatics, or related field; Bachelor's degree with 10 years experience may be considered.
  • At least 7 years of progressive experience in M&E, strategic information, or health informatics, with a focus on HIV/TB programs.
  • Proven experience conducting data quality assessments, verifications, and audits in health programs.
  • Demonstrated expertise in data analysis, visualization, and use of health information systems (Excel, DHIS2, DATIM )
  • Strong facilitation skills with experience in leading multi-stakeholder review meetings or learning forums.
  • Excellent writing, documentation, and knowledge management skills.
  • Strong interpersonal and communication skills, with ability to engage government, donor, and implementing partner stakeholders.
  • Experience working with U.S. Government-funded projects, particularly PEPFAR programs, is required.
  • Fluency in English required, proficiency in local languages an advantage.

Deliverables:

  • Quarterly HIV/TB data review meetings conducted, with documented findings and follow-up actions.
  • Data quality audits, SIMS visits, and deduplication exercises completed, with reports submitted to DoS.
  • Quarterly MER indicator reports submitted to DATIM by supported IPs, with quality checks documented.
  • Summary reports and briefs prepared, including analysis of MER, expenditure, and HR data.
  • Quarterly joint HIV/TB data review meetings conducted, with meeting minutes capturing findings, action points, and assigned follow-up responsibilities.
  • Templates, presentation materials, and logistical support provided for stakeholder engagements.
  • Documentation package compiled, including lessons learned, best practices, meeting outcomes, and action items.

Location: Windhoek, Namibia (position is open to Namibian Nationals only)
Period of Performance: November 2025 - March 2026 (position is contingent upon availability of funding, with possibility of extension)
