    Work closely with key business leaders to define critical information needs, providing guidance regarding availability of data, capability of systems to deliver information needs, and subject matter expertise regarding current systems and emerging technologyWork closely with management and functional departments to identify, recommend, develop, implement, and support cost-effective technology solutions to enable business objectives. This person will also define and implement IT policies, procedures, and best practices that provide cost effective and secure IT systems and operationsParticipate in the research, evaluation and selection of new technologiesManage financial aspects of the IT DepartmentDevelop business case justifications and cost/benefit analyses for IT spending and initiativesParticipate in the development and implementation of all IT policies and procedures and standardsSupport the development of requests for proposalParticipate in the negotiation and administration of vendor, outsourcer, and consultant contracts and service agreementsManage the deployment, monitoring, maintenance, development, upgrade, and support of all IT systemsOversee provision of end-user servicesKeep current with the latest technologiesApprove and oversee projects and project portfolioManage IT assets, procurement and vendorsManage IT staffing, including recruitment, supervision, scheduling, development, evaluation, and disciplinary actionsParticipate in IT strategic and operational planningSupport, communicate, reinforce and defend the mission, values and culture of the organizationEstablish IT policies, standards, practices, and security measures to provide effective and consistent information processing to ensure the integrity and reliability of information, communications, and office systemsMaintain knowledge of developments in the area of systems and hardware technologies and make recommendations for incorporating these new developments into the future needs of the companyMaintain effective communication with all operating and staff organizations to assure that information systems and technologies for current and future business requirements are provided, improved, and replaced as requiredUpdate job knowledge by participating in educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizationsShow initiative in constantly reassessing business requirements and make suggestions that proactively address changing business needsProtect organization's value by preserving the confidentiality of information
Qualifications 
    Bachelor's degree in business administration, management information systems, mathematics, information technology, computer sciences, a related field, equivalent experience or associate level vendor certification(s)5 years of experience managing one or more major information processing functions (operations, development, data processing, etc.) and/or through advanced college training in management or information servicesStrong interpersonal skills are required to deal with personnel situations as well as excellent management skills to successfully perform the planning, directing, reporting, and administrative responsibilities involvedA comprehensive, and frequently updated, knowledge of the general direction of the information technology industry is desiredAbility to work independently and to promote the effective teaming of others in order to achieve objectivesStrong verbal, written and interpersonal communication skillsAbility to successfully interact with all levels of management, other IT professionals and end-usersStrong analytic and problem-solving skillsIs open and responsive to change and demonstrates a commitment to the process of continuous improvement by identifying and responding actively and with sensitivity to the needs of all customersU.S. Citizenship required. This position requires an active DOD security clearance or the ability to obtain such clearance within a reasonable time after commencement of employment. The salary range for this position is $104,274/year- $161,884/year. This range reflects the good faith estimate of pay the employer is willing to offer at the time of posting. Several factors can influence the pay scale, including but not limited to: Federal contract labor categories and contract wage rates, collective bargaining agreements, geographic location, business considerations, scope, and responsibilities of the position, local or other applicable market conditions, and internal equity. Other factors include the candidate's qualifications such as prior work experience, specific skills and competencies, education/training, and certifications. In addition to base pay, employees may be eligible for: annual performance-based bonuses, equity awards, and overtime pay (for non-exempt employees as applicable.
