Plans and manages the delivery of small to moderately complex business and clinical system solutions and associated application technical support services in support of UMass Memorial business objectives and ongoing operations. Manages the System Development Life Cycle, i.e. systems and project planning, estimating, management, execution, implementation and ongoing support. Works closely with the functional business groups, the appropriate IS resources, and vendors to ensure the efficiency and effectiveness of systems solutions deployed in support of business goals and objectives.
I. Major Responsibilities: 1. Manages the development of formal needs analysis, business case, project scope, project planning, resource estimating, and tracking/management protocols. Works closely with the business/clinical functional areas (internal customers), external customers, and vendors in defining systems/project priorities, scope, approach, resource requirements, timing, deliverables, and funding. 2. Manages assigned application business/clinical systems and services. Typically manages small to moderately complex projects/programs of up $1 million. Provides leadership and direction to the project team. Manages user, IS and consulting vendor/partner relationship, service delivery and overall performance. Attends client meetings for ongoing and prospective projects. Oversees and maintains liaison between all parties concerned with the project to facilitate any changes or modifications, and to facilitate resolution of project problems. 3. Oversees the development of relevant project proposals and budgets and recommend approval of them before submission to clients. Analyzes short and long-term resource needs and adjusts staffing and resources appropriately. Ensures completion of deliverables and adherence to timelines. Tracks milestones and timelines across projects and institutes the necessary workflow adjustments and personnel and financial resource reallocations. Analyzes financial and operational reports. Analyzes and resolves issues that have the potential to jeopardize performance and/or the ability to meet agreed upon milestones and deliverables. 4. Develops and recommends the budgets for the areas managed. Manages activities to assure financial goals are met. Reviews and tracks invoices and other records of expenses and approves payment for vendors and contractors. Tracks milestones and/or percent complete and inform accounting as these levels are attained so invoices can be sent in a timely manner. Proactively identifies changes in work scope and ensures appropriate planning measures are taken with internal and external clients to reassess, renegotiate and amend scope of work responsibilities, proposals, contracts and budgets. Implements operational improvements approved by senior management. 5. Directs and supervises assigned personnel including performance evaluations, scheduling, orientation, and training. Make recommendations on employee hires, transfers, promotions, salary changes, discipline, terminations, and similar actions. Resolves grievances and other personnel problems within position responsibilities. 6. Represents PMO department in a variety of settings and provides updates and information about PMO deliverables for client executive, business partners/stakeholders, development team, operations team, and finance department in the tracking of project activities. 7. Manages customer expectations regarding project timelines, scope, resourcing and deliverables. Coordinates project communications including facilitation of various team meetings. Coordinates the assignment of tasks and helps resolve technical and operational problems. Evaluates the impact of solutions to ensure goals are achieved. 8. Provides effective direction, guidance, and leadership over the staff for effective teamwork and motivation, and fosters the effective integration of efforts with system-wide initiatives. Position Qualifications: License/Certification/Education: Required: 1. Bachelor's degree in Computer Science or equivalent. Clinical positions require a Bachelor's degree in Nursing, Allied Health, or equivalent. Preferred: 1. Professional certification, such as PMP. Experience/Skills: Required: 1. Minimum of five years applications project management experience taking projects from planning through completion under strict deadlines. 2. Demonstrated verbal and written communication skills, as well as interpersonal skills. 3. An in-depth knowledge of systems and network infrastructures used in health care. (Technical qualifications dependent upon focus of projects responsible for). 4. Demonstrates an understanding of traditional System Development Life Cycle (SDLC) methodology. 5. Demonstrated verbal and written communication skills, as well as interpersonal skills are essential. 6. In-depth knowledge of systems and applications used in health care industry. 7. Ability to define problems, collect data, establish facts, and draw valid conclusions. 8. Ability to lead a business transition process that leverages technology (Process Reengineering/ Redesign). 9. Ability to demonstrate excellent presentation skills to a wide variety of audiences. 10. Ability and willingness to learn. 11. Ability and willingness to work independently. 12. Proficiency with all MS Office applications. 13. Experience with MS Project. Preferred: 1. Previous clinical informatics experience. ADDENDUM FOR CENTER FOR INNOVATION & TRANSFORMATIONAL CHANGE (CITC) I. Position Summary: Plans and manages the delivery of small to moderately complex, innovative, technical, and operational projects to support strategic business objectives and ongoing operations. Utilizes the Center for Innovation and Transformational Change (CITC) project/Lean and/or Process Improvement/technology methodologies, best practices, procedures, artifacts, and tools to lead projects. Manages project discovery, planning, estimating, management, implementation, and ongoing support. Leads strategic engagements that bring about measured positive improvements to the organization. Works closely with C-suite leadership, clinical and administrative leadership, IS team members, and vendors to deliver transformational results. II. Major Responsibilities: 1. Acts and functions in the capacity as the Strategic Execution Arm of the CEO. 2. Works with the CEO and C-suite leadership team to plan, develop, and implement strategic projects. 3. Manages and leads small to middle size projects of up to $1 million (operational budget) in scope and size. 4. Provides project status reports and updates to the executive leadership team. 5. Assists with needs assessment, business case justification, scope definition, risk identification, and resource estimating/planning for each project. 6. Works with stakeholders to define system/project priorities, success criteria, deployment approach, resource requirements, duration, deliverables, and funding. 7. Maintains a positive working relationship with all leaders, caregivers, and project stakeholders. 8. Helps leadership and stakeholders to develop, foster, and implement project management governance. 9. Leads and guides the efforts and tasks of the project team members. 10. Leads and facilitates leadership meetings for ongoing and prospective projects. 11. Communicates project operational/system changes to all relevant teams. 12. Identifies resource needs to implement, support, and sustain new solutions. 13. Manages and leads the completion of deliverables to ensure project teams adhere to the timelines. 14. Position Summary: Leads and manages UMass Memorial Health System-wide (UMMH) quality, performance improvement, patient safety and regulatory compliance and sustainability efforts using a data-driven approach, which aligns with ongoing organizational strategic initiatives. Leads and performs activities in select departments and divisions, related to performance improvement in patient care and regulatory reporting. Scope of activities include quality and patient safety assessments, analyses, facilitation, information system solution identification, communication, and development and implementation of best practices. II. Major Responsibilities: 1. Leads as a change agent, improvement advisor and facilitator. Manages change in a planned and productive manner. 2. Leads and develops sustainable performance and process improvement strategies to align care, treatment, and services with evidence-based, experience-informed structures and processes. 3. Builds and defends the business case for Quality and Safety considering return on investment (ROI), regulatory or contractual requirements, and strategic competitive advantages. 4. Creates an environment to review, recommend, and adopt best practices as part of quality, safety, regulatory and/or performance improvement. 5. Ensures practices, policies, and activities are in compliance with the requirements of relevant regulatory/licensing/oversight bodies and ensures their readiness for associated review, inspection, reporting, and application processes. This includes, but is not limited to the Joint Commission, the Department of Public Health, and the Centers for Medicaid and Medicare. 6. Facilitates the development of priorities by establishing criteria for assessment (volume, risk, problem prone processes) based on data on past performance to assess gaps, external drivers including new regulations and standards, and leveraging performance improvement tools to create a matrix for priorities to aid in decision making. 7. Establishes a learning system by fostering creativity and encouraging spread of patient centric and evidence-based innovations. 8. Works collaboratively in a variety of settings at all levels of the organization and determines key functions with the setting. Applies concepts of prioritization, evidence-based practice, and applicable performance monitoring tools to support quality processes, analysis, and reporting. 9. Determines and implements appropriate designs to automate and/or improve new and existing reports, scorecards, and dashboards using a variety of applied statistical techniques and principles of data visualization. 10. Coaches and/or mentors individuals and teams in performance improvement strategies. 11. Assesses, designs, and evaluates Patient Safety and Regulatory processes. 12. Leads the development and implementation of comprehensive strategies to minimize risks and establishes action plans to address problems when identified. 13. Uses evidence-based tools and strategies to implement advances and improvement of risk factors that affect the safe delivery of healthcare, with a focus on the use of Health IT. 14. Analyzes and applies measures which are meaningful to project work. 15. Identifies and displays appropriate measures to evaluate process improvement efforts. 16. Performs data analysis of qualitative and quantitative data, review statistical reports, identify data needs, while maintaining attention to detail. May prepare data for regularly occurring committee/project meetings. 17. Assist with the intake process for new requests and data analysis for quality and safety related projects. 18. Facilitates analysis and interpretation of outcomes data for the organization. 19. Design and maintain dashboards for quality reporting and be able to perform basic troubleshooting of issues related to dashboards and reports. 20. Fosters an organizational culture of quality and safety, including emphasis on an environment of psychologic safety. 21. Participates in regulatory survey procedures and works collaboratively with regulatory agencies and the community we serve. 22. Supports UMMH System-wide committees as requested or required. Leads meetings of physicians, nurses and caregivers related to project work. Standard Staffing Level Responsibilities: 1. Demonstrated leadership and project management skills, proficiency in statistical quality control techniques, operations analysis, and quality management training. 4. Excellent verbal and written communication skills. 5. Exhibits strong analytical skills to perform data analysis of qualitative and quantitative data, review statistical reports, identify data needs, demonstrates attention to detail. 6. Must be proficient in utilizing various computer software packages, including word processing, spreadsheets, relational databases, and graphic tools.
