Job Family Description

Procurement personnel perform supply chain and logistics functions, which may include, but are not limited to, material and service procurement, production planning, outsourcing, vendor selection, expediting, and distribution. They create integrated processes among internal functions such as operations, purchasing and logistics, and outside suppliers. They establish key performance metrics and benchmarks relating to supply chain planning/forecasting to measure actual performance against goals.

Procurement roles oversee the end-to-end process of planning, sourcing, and delivering products or services to customers. Professionals in these roles ensure the efficient flow of goods, services, information, and finances across the entire supply chain network, from suppliers to customers.

Some Typical Duties & Responsibilities Include:

Supervision of managers and staff applying operational and strategic management skills with a sense of critical urgency to meet customer requirements.
This role provides direction and oversight to ensure the overall effective functioning of a team, department or
administrative process by implementing strategies and processes, while building high-performing teams. Subcontract administration personnel perform sourcing, qualification, procurement, and administration
of hardware, software, operational technology, personnel services and a portfolio of complex service manual and nonmanual subcontracts. Ability to develop oversight and risk mitigation plans with Integrated Product Teams (IPTs) and coordinate the development and execution of supplier development milestones. Applies knowledge of business drivers and the factors that maximize department performance. Leads through subordinate managers, contributes to the development of functional/operational long-term strategy and develops annual business plans. Requires in-depth conceptual and practical knowledge in own field/discipline, solving complex problems with
moderate to minimal guidance and oversight. Possess strong experience in negotiation techniques, cost/price analysis, market research, legal and regulatory interpretations and subcontracting requirements/ administration. Possess experience in administering including but not limited to, large dollar, complex multiyear contracts and technical scopes/specifications, task/delivery orders and inter/intra agency agreements.

This position interfaces with suppliers, site end-users, site management at all levels, DOE/NNSA while leading a section of purchasing managers and professionals focused on the procurement and management of service and/ or material procurements to include Basic Order Agreements, and all types of subcontracts and purchase orders. Effective management of on-time delivery, supplier quality /safety performance, supplier risk assessments is critical while also achieving socio economic goals in conjunction with departmental savings of $10M annually. Interface with DOE/NNSA HQ through leadership and participation on the DOE Integrated Contractor Purchasing Team and the NNSA Supply Chain Management Center effecting leverage agreements for the entire complex.
Manage all activities to procure critical site goods and services utilizing various procurement methods/

Required Qualifications

* Fifteen or more YOE as an individual contributor in one or more of the roles managed plus six or more years of experience (YOE) in a relevant management role, OR Bachelor's Degree in a relevant field plus twelve or more years of experience (YOE) in one or more of the roles managed, OR Master's Degree in a relevant field plus eight or more years of experience (YOE) in one or more of the roles managed
* Equivalencies to experience and education requirements will be considered

We'd Also Like to See

* The preferred candidate has a strong understanding and working knowledge of the Federal Acquisition Regulation (FAR) / DEAR and other federal contracting principles, laws, regulations and procedures.
* The preferred candidate has professional certifications in Supply Chain or Procurement Contracting.
* Experience in government Construction contracting/Capital Projects or procurement.
* Master's degree in business, finance, SCM, or other related degree.
* Ability to analyze and mitigate Supply Chain Risk.
* Experience managing various Indefinite Delivery subcontract vehicles.
* Experience administering subcontracts where Construction Wage Rate requirements (formerly known as Davis Bacon Act) and the Applicability of Service Contract Labor Standards (formerly known as the Service Contract Act (SCA) is applicable.

Security Clearance Information

SRNS is required by DOE to conduct a pre-employment drug & alcohol test and background review that includes checks of personal references, credit, criminal records, and employment history, and education verifications. Positions with SRNS may require applicants to obtain and maintain a DOE L or Q-level security clearance, which requires U.S. citizenship.
