As the Sr. Technical Business Analyst for a software development/IT modernization program, the candidate will work closely with customers, engineering, support, and administrative teams in an Agile environment to understand contractual requirements and support agency and telecom vendor stakeholders. You will be part of a highly functioning management team and responsible for communication and collaboration with the development and customer teams. The ideal candidate will be able to thrive in managing cross-functional teams and demonstrate strong leadership abilities in a highly collaborative, fast-paced environment. Candidate must be a U.S. citizen and can obtain Public Trust authorization from the U.S. government.
Responsibilities
  • Facilitate federal agency representatives transitioning telecommunications and networking services for a future government contract vehicle.
  • Provide training to federal agency users on the features of the in-house developed application.
  • Interface with application stakeholders and the development team to refine, design, and implement telecommunication ordering, billing, reporting, and inventory solutions that effectively reflect the federal business needs.
  • Collaborate with the development team and stakeholders to relay relevant product concerns and promote continuous improvement for a complex web application.
  • Provide application subject matter expertise, training, issue tracking, and resolution support to federal agency personnel.
  • Support recurring federal agency, vendor, and development team meetings focusing on issue resolution, new requirements, and inquiries specific to the federal procurement process for telecommunication and networking services.
  • Drive team iteration execution and communicate with management and stakeholders.
  • Manage application problems, user issues, and dynamic business requirements to keep operations running at a high performance.
  • Present high-level project artifacts for executive-level management.
  • Support product owner(s) with intra-team dynamics with respect to priorities and scope.
  • Connect team's efforts with a savvy grasp of ecosystem and organizational context; prioritize effectively based off business needs.
  • Oversee the delivery of multiple projects or initiatives on clear timelines.
  • Critically review, analyze, and evaluate business requirements and user needs, ultimately producing clear proposals, documentation, and/or deliverables.
  • Work closely with product owners and developers to convert business requirements into Agile user stories for the development team.
  • Apply analysis of business workflows and software solutions to increase the efficiency and effectiveness of work processes for both current and future business needs.
  • Conduct presentations and communicate product features to both technical and non-technical stakeholders, and aid in coordination and communication of cross-team initiatives.
Qualifications
  • 4+ years' experience working in application development, software delivery lifecycle, and/or infrastructure development and administration in an Agile environment preferred
  • Strong analytical skills, problem solving, and conceptual thinking.
  • Extensive experience supporting federal agencies and their representatives.
  • Experience working on Agile software development projects.
  • Strong understanding of the Agile SDLC.
  • Strong analytical skills, with the ability to extract detailed requirements from stakeholders.
  • Extensive experience converting requirements into fully defined application functions and features.
  • Proficient in documenting the business requirements and application function and features into user stories and acceptance criteria.
  • Familiar with information and application technology architecture, governance, and data interfaces.
  • General understanding of DevOps culture and tools; experience preferred.
  • Experience working on, coordinating, and communicating on cross-team initiatives.
  • Experience documenting acceptance criteria and user documentation.
  • Proficient with requirements recording tools; Jira experience is a plus.
  • Proficient with managing and updating Wiki documentation; Confluence experience is a plus.
  • Proficient with presentation and web communication tools.
  • Ability to communicate complex technical problems to a non-technical audience.
  • Able to work within a structured environment, including the use of structured methods and approaches and modern development tools.
  • Ability to apply techniques for planning, tracking, change control, and risk management to ensure scope, schedule, and contractual deliverables are met.
  • Able to communicate clearly with team members while soliciting, synthesizing, and delivering feedback. Comfortable interacting with team members who have different skill sets and areas of focus.
  • Able to manage application problems, user issues, and dynamic business requirements to keep operations running at a high performance.
  • Able to conduct root cause analysis to help teams continuously improve their practices to ensure maximum productivity.
  • BA/BS degree or equivalent work experience.
Preferred Skills
  • SAFe Certified Scrum Master or PMPO.
  • Experience in the GSA telecommunications infrastructure and technology.
  • Experience in supporting telecom acquisition requirements specific to the federal environment.
  • Experience with federal government systems.
  • Strong interpersonal, communication, and leadership skills.
  • Passion and drive for learning new technologies and practices.
  • Atlassian administration experience/familiarity.
Citizenship or Work Authorization Required
  • Ability to attain a Federal Government Position of Trust.
  • Must be a U.S. citizen.
  • Must pass a background investigation.

Compensation for roles at Synergy varies depending on a wide variety of factors including but not limited to the requirements of the role; education and certifications; knowledge, training, skills and abilities; level of experience; geographic location; and alignment with market data, law, and other business and organizational needs. As required by local law, the posted pay range represents the lowest to the highest pay that Synergy believes in good faith it might pay for this particular job, depending on the circumstances. The disclosed range estimate has not been adjusted for the applicable geographic differential associated with the location at which the position may be filled. It is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case.

A reasonable estimate of the current pay range is: $76,000.00 - $113,000.00.

Essential Job Function Physical Requirements: The physical requirements of this position are critical in evaluating the qualifications and abilities of an applicant or employee. The physical efforts needed to perform the essential duties of this job 90% of the time are repetitive motions, grasping, holding, and finger dexterity of the hands, reading, writing, eye-hand coordination, color distinction, and full visual abilities, hearing, talking, sitting, and use of IT equipment, phones, and office machines.

To a reduced degree, <30% of the time, candidates may have to stand, walk, lift 0-30 pounds, push or pull objects, climb stairs, bend, squat, reach, drive a car, or work overtime.
