Title: Public Health Community Liaison - MIHP

Location: 100% Remote - Must live and work in the state of Michigan



Purpose: The position provides program monitoring, consultation, and technical assistance services to Maternal Infant Health Program (MIHP) agencies and providers. MIHP is a Medicaid service for pregnant women, infants, and their families/caregivers. This program liaison position will function as a recognized resource/subject matter expert to the agencies and providers. The individual in this role will assist the agencies in complying with Medicaid policy requirements and maintaining fidelity to the program design. The liaison will assist in the oversight of the streamlined system aimed at improving provider operations. The liaison will assist with ongoing program refinement in accordance with program operations and provider/community input. The liaison will also assist in improving community engagement with MIHP. The liaison will meet with MIHP agency personnel and program participants through virtual and on-site visits.



Duties and Responsibilities:

  • Collaborate, guide, and consult with Michigan Department of Health and Human Services (MDHHS) Maternal Infant Health Program team members and MIHP agencies statewide.
  • Interpret existing and proposed laws, policies, and procedures as they relate to a program area.
  • Design and conduct surveys or special studies to determine needs of MIHP providers and program participants to assist in program planning and program improvement.
  • Collect and maintain program data as necessary from MIHP providers and participants to advise program operations.
  • Provide or arrange for provider and community consultation (creating agendas, taking meeting notes, facilitating, etc.).
  • Establish, administer, and evaluate program processes and recommend program policies and procedures in accordance with collected data; design forms and processes for an effective and user-friendly provider experience.
  • Recommend strategies to agency coordinators, agency staff and the MIHP team to solve program and service delivery issues based on agency and/or participant feedback.
  • Present information and provide technical assistance, operational guidance, and consultation for the Maternal Infant Health Program.
  • Recommend criteria, standards, and guidelines to assess agencies' program structures and determine their compatibility with the objectives and priorities within the MIHP electronic care coordination system.
  • Formulate procedures, policies, and guidelines for assigned departmental programs.
  • Develop program goals and plans for MIHP provider and participant advisory groups.
  • Act as a liaison with other agencies, organizations, and employees to coordinate MIHP and department initiatives.
  • Promote and support community engagement and home visiting for MDHHS MIHP in coordination with the Michigan Home Visiting Initiative.
  • Represent the department at external work groups and meetings.
  • Represent the unit, section and division on internal committees and work groups.
  • Attend or complete any required department or division meetings and trainings.
  • Always represent the best interests of MPHI and MDHHS.
  • All other duties as assigned.



Qualifications/Requirements:

Education: Bachelor of Science in Nursing with current license as a registered nurse in the State of Michigan or Bachelor's degree in Social Work required. Master's degree preferred.



Experience: At least four years of professional experience in maternal and child health. Experience with project management and working with low- income and/or minority populations preferred. Experience working with community capacity building and relations, improving disparities in health outcomes, improving population health via a case management framework, and working with a home visiting program preferred.



Important Skills and Characteristics:



  • Possess a valid driver's license.
  • Knowledge of and ability to relate social determinants of health to program and service practice.
  • Knowledge of Medicaid and Medicaid Health Plans.
  • Knowledge of the scope, objectives, functions, and principles of maternal child health.
  • Knowledge of quality improvement practices.
  • Ability to plan and conduct meetings.
  • Proficient in maintaining records, preparing reports and correspondence related to the work.
  • Able to effectively communicate with others both written and verbally.
  • Proficiency using and navigating technology including Microsoft applications, health databases, and/or electronic management systems.
  • Ability to maintain favorable public relations.



Work Environment and Physical Requirements: Remote working (subject to change to in-office working) with occasional in-person meetings and engagements. Requires travel across the state, on occasion. Light physical demand. Requires some transporting and transferring of materials to meeting locations, such as displays or box of literature.
