A valid motor vehicle license and some in-state travel is required.

Qualifications

Education and Experience: Graduation from an accredited college or university with a bachelor's degree in HR Management, Organizational Development, Industrial/Organizational Psychology, Business Administration, or any other related field and experience equivalent to two years of professional experience in talent management or organizational development work.

Substitution of Education for Experience: Additional graduate coursework in degree in HR Management, Organizational Development, Industrial/Organizational Psychology, Business Administration, or any other related field may be substituted for the required experience, on a year-for-year basis, to a maximum of one year.

Substitution of Experience for Education: Qualifying full-time professional organizational development or talent management experience may be substituted for the required education on a year-for-year basis to a maximum of four years.

OR

Three years of professional organizational development or talent management experience with the State of Tennessee.

OR

One year of experience working within the DOHR Talent Acquisition Center of Excellence (TACoE).

Necessary Special Qualifications: Driver's license is required along with some in-state travel.

Examination Method: Education and Experience, 100%, for Preferred Service positions.

Overview

Under general supervision, an incumbent in this classification serves in the Department of Human Resources and is responsible for all aspects of talent management including talent development, organizational development, talent acquisition and retention; and performs related work as required. Incumbents in this classification will be expected to travel to events. Incumbents in this class will either independently or as a member of a team design and develop individual and organizational research tools, support employee engagement and experience processes, and aide in the talent development and performance management scope of work. This class differs from the Talent Management Program Consultant in that an incumbent of the latter is responsible for coordinating the functions, activities, services as it relates to talent management and culture strategies.

Responsibilities

1. Coordinate and support all facets of talent management and organizational development processes to meet enterprise needs through research, data analysis, and interventions.
2. Conducts organizational assessment of organizational culture and structures by conducting surveys, interviews, focus groups with stakeholders, and compiling results to identify areas of improvement.
3. Provides administrative and logistical support to leadership programs and events within the organization.
4. Works collaboratively with other departments within the talent management team to ensure alignment of goals and objectives.
5. Maintains knowledge regarding best practices in the field of organizational development and talent management to fit agency needs.
6. Supports recruitment activities including posting job requisitions, screening applicants, and scheduling interviews.
7. Assists with career fairs, onboarding events, and outreach initiatives.
8. Collects and analyzes recruitment data (time-to-fill, applicant demographics, candidate experience surveys).
9. Serves as support for talent pipelines (universities, professional associations, internships).

TN Driver Standards
