Job Title: HR Associate / HR Operations Specialist

Location: Rosemead, California 91770 (Hybrid job) Monday & Tuesday is onsite | Wednesday-Friday will be remote

Duration: 12+ months (Possible Extension)

Hours: 7:00 AM - 5:00 PM PST



Pay Range: $23/hr. - $25/hr.



Position Overview

The HR Operations Specialist is a specialist-level role within People Operations & Enablement - HR Services. This position supports a high-volume, service-driven HR environment and operates across two core functional areas: Programs and Data.

The role requires thorough knowledge of human resources policies, procedures, and applicable state and federal laws and regulations. The ideal candidate brings strong operational HR experience, attention to detail, and a customer-focused mindset. This is not a leadership or strategic role; it is execution-focused and suited for HR professionals who excel in hands-on transactional and employee support work.

The organization is moving toward a cross-skilled model, where team members will develop proficiency across both Programs and Data functions over time.



Key Responsibilities

Serve as a primary point of contact for employees across the organization, delivering timely, accurate HR guidance and support.

Core Responsibilities:



  • Manage high-volume case queues in a case management system
  • Provide phone support throughout the shift via telephony system
  • Respond to general HR inquiries within 24 hours
  • Provide guidance on HR policies and procedures
  • Assist employees with system navigation
  • Support educational reimbursement processing
  • Administer employee programs
  • Handle rehire eligibility inquiries
  • Process power of attorney requests
  • Coordinate internally for case coverage and escalations
  • Maintain confidentiality and professionalism in all interactions


Strong multitasking, communication, and customer service skills are essential. Candidates must be comfortable answering phones consistently during working hours.



Data Team - HR Transactions & Records Administration

Support leaders, HR Business Partners, and employees through accurate and timely processing of employee data transactions. This function is primarily case-based rather than phone-based.



Core Responsibilities:



  • Process new hires, terminations, promotions, transfers, and salary adjustments
  • Complete employee data corrections
  • Process employment status changes
  • Handle part-time to full-time conversions
  • Process lateral moves and developmental assignments
  • Update work locations
  • Manage compensation changes and competitive/non-competitive promotions
  • Maintain clean, accurate employee records
  • Generate reports as requested by HR leadership
  • Ensure compliance with HR policies and applicable laws


This function requires strong data accuracy, attention to detail, and the ability to manage multiple transactions efficiently.



Performance Management & HR Administration



  • Maintain and monitor the performance appraisal system
  • Prepare and distribute performance-related reports
  • Track completion timelines and compliance with departmental policies
  • Assist with preparation and annual review of job descriptions
  • Recommend revisions and implement updates as needed



Benefits Administration



  • Conduct benefits orientation and support open enrollment
  • Process benefit add/drops related to qualifying life events
  • Assist with benefit claims resolution by coordinating with vendors and staff
  • Ensure timely and accurate submission of required documentation
  • Maintain compliance with COBRA and ERISA regulations



Recruitment & Onboarding Support



  • Assist with recruitment processes including job postings and recruitment packets
  • Prepare employment agreements and offer letters
  • Coordinate and facilitate new hire orientation
  • Update and modify orientation materials as needed
  • Track and review orientation survey feedback to improve programming



Systems & Tools

Experience with the following systems is strongly preferred:



  • Dovetail (Case Management System)
  • SuccessFactors (HRIS Platform)
  • SAP (payroll/benefits processes during transition)


Experience with equivalent systems such as ServiceNow, CaseIQ, or similar HR ticketing/HRIS platforms is acceptable. A next-generation system implementation is currently underway.



Required Qualifications



  • Bachelor's degree in Human Resources or related field (or equivalent experience at a 2:1 ratio)
  • Typically five (5) or more years of HR-related experience
  • Minimum two (2) years of office/clerical HR support experience
  • Experience working with HRIS or case management systems
  • Strong knowledge of HR policies, procedures, and applicable state/federal laws
  • Ability to manage high-volume, ticket-based workloads
  • Typing speed of at least 40 words per minute
  • Proficiency in MS Office Suite (Word, Excel, PowerPoint)
  • Strong written and verbal communication skills
  • Ability to maintain strict confidentiality



Preferred Candidate Profile



  • Specialist-level HR professional with hands-on operational experience
  • Comfortable in structured, process-driven environments
  • Strong customer service background
  • Demonstrates detailed, example-driven experience reflecting real day-to-day HR work
  • Systems-savvy with strong data accuracy skills
  • Collaborative team player able to support cross-functional workflows


Candidates with primarily strategic or senior leadership backgrounds may be overqualified for this role.



Training & Onboarding

A structured 30-60-90 day training plan includes:



  • HR policy and procedure education
  • SuccessFactors system hierarchy and transaction training
  • Data processing standards and compliance training
  • Operational workflow integration


A learning curve is expected due to complex HR systems and processes.
