Project Overview and Position Summary
Data.FI is a global project funded by the U.S. Department of State to strengthen health information systems, health financing and improve the use of data for decision making. In Kenya, Data.FI will support the Ministry of Health (MoH) through the Digital Health Agency (DHA), National Malaria Control Programme (NMCP), the National Public Health Institute (NPHI) and other relevant state agencies to enhance digital health governance, public health surveillance, and health financing integration.
The Health Financing Technical Associate reports to
the Deputy Director - Health Financing & Policy who leads the overall
technical direction of the project on Health Financing and Policy. This
position will support coordination and technical support for health financing
activities in Kenya. The position will lead in organizing meetings and training
courses, preparing technical materials, documenting progress, and supporting
data collection and analysis. The position collaborates with teams on planning,
reporting, and stakeholder engagement to ensure effective implementation and
highlight project successes.
Primary Duties and Responsibilities:
*Contribute to the project's components including data collection and analysis, support to modelling processes, providing technical assistance to GOK counterparts in strategy implementation and monitoring.
*Support technical staff in developing technical content for meetings, such as drafting agendas and presentations and participate in actual coordination and implementation of the meetings/activities.
*Work with senior staff and/or consultants to engage with GOK counterparts and relevant multi- sectoral technical working groups to enhance information sharing, collaboration.
*Support project documentation by taking activity notes, interviewing technical staff for reporting purposes and capturing project successes and lessons learned.
*Initiate and coordinate inputs for bi-weekly activity trackers according to schedule and ensure team calendar is up to date.
*Prepare Health Financing briefs, and activity reports.
*Support the project in Health Financing data collection and analysis.
*Represent the project in meetings with partners and stakeholders as requested.
*Work with other project team members on capacity development through the design and trainings.
Required Qualifications:
*Master's degree in social sciences, public health, public policy, statistics, economics, health systems or similar degree program.
*5 years of experience providing technical assistance on public health programs in areas such as health governance, health policy, using data for decision making, capacity development of public sector, functional transfer, strategic and implementation planning, and leadership. *Experience working both with public and private sectors.
*Experience developing and applying systems management and monitoring tools and conducting assessments and analyses.
*Experience strengthening accountability and transparency of public sector health programs.
*Experience implementing programs and providing technical assistance at the national and county levels in Kenya.
*Proven experience conducting training and building the capacity of counterparts to strengthen policy and governance at the national and subnational levels.
*Demonstrated experience in disseminating work through conference presentations, publications, and journal articles.
*Proven experience in national and county budget data analysis, report writing and dissemination
*Proven knowledge of donor transition.
*Knowledge of public sector systems in the health sector.
*Proven knowledge of public budgeting systems and process.
*Proven knowledge of different costing approaches in the health sector.
*Knowledge G2G funding models.
*Knowledge of using any statistical software such as R, STATA, Python.
