The Director of State Government Affairs is responsible for influencing changes to state laws and regulations by lobbying Pennsylvania, New Jersey, Ohio, Maryland, Virginia, Kentucky, Delaware, West Virginia, state governments, and Washington, D.C., on GSK priorities and issues related to public health and the pharmaceutical industry. This role also serves as the Government Relations Department's liaison with the GSK facilities based in Pennsylvania, including our U.S. headquarters in Philadelphia, and manages senior executive engagement with legislative and executive officials in that state.

Responsibilities:

As the Director of State Government Affairs, your primary role is to influence changes to state laws and regulations within designated states to align with GSK's priorities and the pharmaceutical industry, including vaccines and public health. Key responsibilities include:

  • Lobbying and Advocacy: Engage with patient advocacy groups, health professional societies, state departments of health, and trade associations to support GSK's business unit needs.
  • Strategic Leadership: Oversee representatives advocating for GSK's interests before state governments. Serve as the company's registered lobbyist in state legislatures and executive branch agencies. Coordinate and manage senior executive engagement with government officials and key business groups in states where GSK facilities are located.
  • Policy Influence: Shape state legislation and regulations affecting GSK's business interests, particularly in the areas of Oncology, Vaccines, Specialty, Respiratory, and HIV, with an emphasis on prevention policies.
  • Facility & Headquarter Engagement: Collaborate with manufacturing site leaders and other relevant stakeholders at GSK facilities within the region. The responsibilities include organizing site tours for state and local policymakers, addressing state and local issues related to facility operations, providing guidance to facility leadership, and coordinating discussions with state and local officials regarding potential GSK investments, including state/local incentives and legislative/executive actions impacting facility operations.
  • Objective Setting: Identify and establish annual legislative and policy objectives in coordination with Government Affairs management.
  • Policy Awareness: Develop and maintain a thorough working knowledge of existing state policies affecting GSK, including product access and reimbursement, sales and marketing restrictions, and public health initiatives. Stay informed about key business and tax-related policies that could impact GSK's corporate presence in Montana.
  • Contract Lobbyists: Manage GSK's contract lobbyists or other consultants in key states as required, ensuring they advocate for GSK priorities and remain in compliance with GSK rules and values.
  • Coalition Building: Engage in legislative coalition-building and other activities to promote a legislative and regulatory environment that recognizes and rewards the value and importance of innovative medicines and disease prevention.
  • Opportunity Identification: Identify legislative and regulatory opportunities that support GSK's business priorities or mitigate risks that could negatively impact GSK. These issues may influence GSK's business planning over extended periods.
  • Industry Engagement: Work with industry trade associations to ensure their priorities align with GSK's objectives.
  • Stakeholder Alliances: Establish and maintain alliances with patient advocacy groups, health professional organizations, business associations, and other relevant groups to advance GSK's priorities. Ensure transparency and alignment with value-based approaches for funding, strategy, and relationship development.
  • Strategic Relationships: Build long-term strategic relationships and communicate effectively with internal and external stakeholders to deliver optimal value through alignment and execution of strategies.
  • Matrix Teams: Collaborate with matrix teams and task forces within GSK and external organizations to advocate for GSK's priorities.
  • Team Collaboration: Work closely with other Government Affairs colleagues to coordinate efforts and ensure consistency in messaging.
  • Political Action Committee (PAC): Represent the GSK Employees Political Action Committee.

Why You?

Basic Qualifications:

  • Bachelor's degree
  • Minimum of seven years of professional experience working in government or in government relations and familiarity with political and policy processes in the Mid-Atlantic United States
  • Minimum of three years direct lobbying and familiarity with patient advocacy groups, Departments of Health, and health care provider organizations.
  • The ideal candidate should reside in Pennsylvania or within driving distance of Harrisburg/Philadelphia.

Preferred Qualifications:

  • Pre-existing relationships with executive branch, policy, and legislative leaders in Pennsylvania.
  • Extensive exposure to health care policy with an emphasis in the public health sector.
  • Expertise in building alliances and coalitions with third party and patient advocacy groups.
  • An understanding of the economic development policies and facility support.
  • Possess verbal and written communication skills commensurate with the needs of the role. Ability to process complex information and summarize it concisely in writing and/or verbally in a professional manner in a time sensitive environment.
  • Experience in developing working relationships with diverse individuals and groups.
  • Demonstrated ability to work with internal and external stakeholders in a values-compliant manner.
