THE POSITION:

THE OPPORTUNITY:

Are you an organized and strategic IT professional who excels at leading complex projects, driving innovation, and delivering technology solutions that make an impact? The Inland Empire Utilities Agency (IEUA) is seeking a skilled and motivated Information Technology Project Manager to join our dynamic Information Technology team. In this key role, you will oversee a variety of IT and capital projects across all phases from strategic planning and design to implementation and evaluation. You'll coordinate project portfolios, manage change initiatives, define success metrics, and ensure quality assurance standards are achieved. Your leadership will help align technology initiatives with the Agency's strategic and operational goals, ensuring projects are delivered on time, within budget, and to the highest standard. The ideal candidate is proactive, analytical, and detail-oriented, someone who thrives on managing multiple priorities, fostering collaboration, and translating technical objectives into measurable results. EDUCATION, TRAINING, AND EXPERIENCE:

A typical way of obtaining the knowledge, skills and abilities outlined above is:

Graduation from an accredited four-year college or university with a bachelor's degree in computer science, information technology, project management, or a closely related field, along with a minimum of five (5) years of professional experience in IT program or project management, including at least one (1) year of experience in a leadership role overseeing project and portfolios. A combination of relevant education, certifications, and demonstrated leadership experience may be considered in lieu of experience.

LICENSES; CERTIFICATES; SPECIAL REQUIREMENTS:

A valid California Class C driver's license and the ability to maintain insurability under the Agency's vehicle insurance program.

Possession of the following project management certifications is highly desirable:

Project Management Professional (PMP)

Certified ScrumMaster (CSM)

Skills and Abilities:
  • Ability to plan, organize, and manage multiple IT and capital projects through all phases - from concept to completion - ensuring alignment with strategic goals, timelines, and budgets.
  • Skill in analyzing complex technical and organizational challenges, developing effective project plans and solutions, and making data-driven recommendations that support Agency objectives.
  • Ability to build and maintain strong working relationships with cross-functional teams, consultants, and stakeholders, while communicating clearly and effectively both verbally and in writing.
  • Skill in implementing structured change management practices, establishing success metrics, and ensuring quality assurance standards and compliance with policies and regulations.

The Inland Empire Utilities Agency is a regional wastewater treatment agency and wholesale distributor of imported water to approximately 950,000 people across 242-square miles in western San Bernardino County. Under the leadership of a directly elected five-member Board of Directors, the Agency is committed to supporting the needs of its service area and safeguarding public health through significant investments in a diverse water supply portfolio, reliable municipal/industrial wastewater collection and treatment services, and other related utility services in a regionally planned and cost-effective manner.

As a member agency of the Metropolitan Water District of Southern California (Metropolitan), IEUA provides supplemental water supplies, primarily via the State Water Project (SWP) for distribution among nine retail agencies. IEUA also replenishes local groundwater supplies with captured stormwater and recycled water produced by IEUA that is later extracted by local water agencies for use as a drinking water supply.

This recruitment is being conducted to fill (1) vacancy and will establish an eligibility list which may be used to fill future vacancies as they occur during the active status of the eligibility list.

This position is a Limited-Term (2 year) employment opportunity. Limited-term employees are "AT-WILL" employees, and their employment can be terminated at any time, with or without cause, and with or without notice.
A full-time, limited-term employee shall be eligible for the same insurance and leave benefits as a regular Agency employee occupying the same regular classification, pursuant to the applicable Personnel Manual or MOU, EXCEPT for the following: educational reimbursements, certification or licensing payments/reimbursements and computer loans.
