Job Summary

The Department of Transportation & Capital Infrastructure is seeking an experienced and motivated Assistant Director to lead the Transportation Planning and Traffic Engineering division. This division encompasses a broad range of transportation functions, such as utilizing data collection to formulate recommendations and strategies for capital investment in transportation related projects within the Capital Improvement Plan (CIP); short and long range transportation planning; land use application referrals for the transportation discipline; managing traffic data collection; operational studies and analysis relating to citizen concerns; bicycle and pedestrian mobility projects; traffic calming, warrant analysis (signal and stop-control), intersection justification reports and other operational related evaluations; the review of land development applications including traffic impact statements to verify that traffic impacts are mitigated appropriately; and transportation travel demand modeling.
This position will: * Develop and maintain standardized systems for data collection and performance metrics to assess projects for potential inclusion in the CIP. * Analyze data and present findings to recommend the best investment strategies for infrastructure projects, such as roads, intersections, sidewalks and trails, as well as Board member initiatives. * Coordinate with regional transportation agencies and neighboring jurisdictions on plans, studies, and funding. * Lead and manage a team of planning, engineering, and project management professionals. * Coordinate the procurement of professional services contracts. * Advise Department and County Leadership on policy matters. * Coordinate with other county departments for planning and zoning requirements, land use, GIS, and mapping. * Routinely update the Countywide Transportation Plan. * Evaluate and coordinate transportation grant funding with project schedules. * Manage and coordinate emergency or ad hoc projects designated by the Director. * Provide strategic planning for the department's long and short-term goals and objectives. * Make presentations to the Loudoun County Board of Supervisors, Planning Commission and other public forums on a wide variety of transportation matters. * Employ exceptional interpersonal and communication skills to engage with stakeholders, community members, and decision-makers. Facilitate collaborative discussions, address concerns, and foster consensus among diverse groups. * Maintain a professional work environment in accordance with County policies and procedures.
We are seeking an individual with: * A proven track record of success in leading and managing a team of professionals in the transportation planning and traffic engineering industries. * Robust experience in transportation planning and capital investment prioritization strategies. * The ability to standardize traffics planning and studies processes and procedures. * Knowledge of the theory, principles, practices and techniques of transportation planning, multi-modal systems and traffic engineering operations including the ability to solve all common and unusual problems encountered, as well as developing models to forecast traffic demand. * Knowledge of all applicable Federal, State and local laws, codes and ordinances. * The ability to analyze unusual circumstances, variations in approach, and incomplete or conflicting information, and defend and negotiate recommendations concerning road safety issues. * The ability to analyze conflicts and facilitate resolutions. * The ability to develop programmatic and administrative management plans and employee performance standards. * The ability to determine best use of human, fiscal and material resources. * The ability to communicate ideas clearly and concisely both verbally and in writing. * The ability to establish and maintain effective working relationships with fellow employees, County and State officials, contractors and the general public. * The ability to meet deadlines in a fast-paced environment. * Ability to prioritize work for self and staff and manage multiple projects and tasks. * Experience in local government preferred.

Minimum Qualifications

Masters degree in Planning, Engineering, Business, Public Administration, or related field; Five (5) years of directly related, progressively responsible work experience including three (3) years in a supervisory or management role preferably in a government setting; or equivalent combination of education and experience.

Job Contingencies and Special Requirements
-
The successful candidate must be available to support evening Board of Supervisor and Planning Commission meetings, as well as conduct or support project-related public information meetings outside normal business hours. Candidates must hold a valid driver's license.
