Hornblower is seeking a Program Manager for our Seaward Services operation in Norfolk VA.

About the Opportunity:

This role is for the Naval Surface Warfare Center, upon award of contract. The Senior Program Manager oversees all aspects of waterfront operational support under this contract, providing leadership, coordination, and executive-level management of personnel, resources, and mission activities. This role ensures efficient execution of daily waterfront operations, maintenance support, logistics coordination, and readiness across all vessels and associated facilities. The Senior Program Manager serves as the primary interface with the Government, ensuring all contract objectives, deliverables, schedules, safety standards, and performance requirements are met. The position integrates planning, risk management, reporting, and continuous improvement processes to support safe, compliant, and effective waterfront operations.

Essential Duties & Responsibilities:



  • Provide overall leadership and management of program execution in accordance with contract requirements, company policies, and performance objectives.
  • Serve as the primary point of contact for the Government, coordinating schedules, priorities, and operational requirements.
  • Plan, organize, direct, and control program resources to meet contract objectives and mission needs.
  • Oversee staffing, logistics, maintenance support, and daily operational activities across piers, docks, vessels, and waterfront facilities.
  • Monitor program cost, schedule, performance, and risks; ensure compliance with safety and environmental standards.
  • Prepare and deliver reports, briefs, and program updates to Government stakeholders.
  • Implement process improvements to enhance operational readiness, efficiency, and mission support effectiveness.
  • Additional job duties as assigned.


Requirements & Qualifications:



  • Minimum of 7 years of experience in program management required.
  • Two (2) years of experience with small military watercraft preferred.
  • Project Management Professional (PMP) certification preferred (must possess and maintain).
  • Bachelor's degree from an accredited educational institution in a technical or managerial field.
  • Experience planning, organizing, directing, and controlling programs to meet objectives.
  • Experience working with U.S. government organizations, or project management experience on a contracted effort values at $500k per year or more.
  • Strong knowledge of safety regulations, environmental compliance, and hazard assessment.
  • Ability to analyze incidents, implement corrective actions, and prevent workplace hazards.
  • Proficiency in Microsoft Office Suite or similar software for reporting and documentation.
  • Effective communication skills for training personnel and coordinating with leadership.
  • Authorized to work in the United States.
  • Ability to obtain and maintain a U.S. Government security clearance
