About the Position The Senior Title and Leasing Specialist provides advanced technical support to the Maricopa County Real Estate Department (RED) - Infrastructure Property Management Division. This position is responsible for researching, interpreting and managing complex property records to determine land rights and ownership interests. Work includes reviewing plans, deeds, leases, easements, agreements, patents, contracts, and other real estate documents to ensure accuracy and compliance with County and District requirements. The incumbent also administers the leasing, licensing, permitting and management of County and Flood Control District real property, ensuring proper utilization and protection of public assets. Additional duties include conducting land rights research in support of property acquisition, management, and disposition activities for various County and District projects. About the Department The Maricopa County Real Estate Department partners with various departments and agencies to manage the acquisition of space and improvements for County personnel and land for infrastructure improvement projects. We maintain the real property data in the Land Management System and OnBase for County-owned and leased facilities and the acquisition/lease/disposition of County real property. We Require
- Three years of professional experience conducting land rights research or title
examination; or working as a Right-of-Way Agent or in infrastructure property management for a governmental or quasi-governmental agency. Experience may also include project development, property acquisition or disposition, negotiations, project coordination, or title and escrow services in support of public agencies, public works, utilities, or quasi-public entities AND one year of experience in planning and development review is required - Bachelor's degree in real estate, urban planning, STEM, or related field
- An equivalent combination of education and job-related experience may be considered in substitution for the minimum qualifications

- Experience working within a public agency performing multi-location infrastructure property management, including leasing, disposition, and title examination activities
- Experience interpreting and applying real estate and property laws, rules, regulations, ordinances, and codes applicable to public agency operations
- Experience drafting, reviewing, and preparing a wide range of real estate agreements and conveyance documents, including leases, easements, licenses, deeds, and related instruments
- Experience reviewing and interpreting plan sets to determine land rights, boundaries, and property impacts related to County and District projects
- Demonstrated experience in any of the following: acquisition of real estate; real property rights; title and escrow services; contract writing; government land operations; land planning, and database management
- Proficiency with Microsoft Word and Excel
Job Contributions
- Create legal documents for property management, acquisition, and disposition transactions, including permits, licenses, leases, temporary entries, easements, sales, land right transfer/extinguishment, in accordance with applicable county policies/resolutions and Arizona Revised Statutes.Coordinate infrastructure property management-related activities as it pertains the noted real estate actions
- Research, read, analyze, and interpret a variety of public records, documents, title reports, legal descriptions, construction plans, maps to identify vesting title, encumbrances, clouds on title, restrictions on title, legal description deficiencies, and the quality of the title to real property and real land property land rights
- Respond to questions, concerns from the general public and public agencies
Working Conditions
- Possess or have the ability to obtain by the time of hire, a valid Arizona driver's license
- Exerting up to 10 lbs. occasionally or negligible weights frequently; sitting most of the time
- Position is typically office or administrative work and is not substantially exposed to adverse environmental conditions
