Posting Summary
Rutgers, the State University of New Jersey is seeking an Assistant Director for University Procurement Services. Under the general direction of the Director or Associate Director, the Assistant Director develops and implements plans, goals, and strategies that support the University community in the procurement of goods and services in alignment with the university's strategic plan and with Rutgers policies and procedures.
Among the key duties of this position are the following:

  • Manages a team responsible for Business Services, Information Technology, Professional Services and Research & Scientific Services, which processes requisitions and issues purchase orders, reviews, and negotiates contracts, ensuring compliance with all required documentation and policy and procedures.
  • Independently develops a strategic vision for an assigned category of commodities and services based on in-depth knowledge of all aspects of the category area.
  • Engages in continuous process improvement; develops, monitors, and analyzes performance metrics; implements changes within category area.
  • Develops and manages effective contract management methodology for category area.
  • Advises the Director or Associate Director on the development and implementation of various purchasing policies and procedures, ensures compliance and furthers the efficient processing of purchase requests in a customer centric manner.
  • Works closely with the Director or Associate Director in conjunction with the Strategic Sourcing, SOS Accounts Payable teams to identify strategic initiatives and to effectuate strategic events to provide the best value and service to the University.

Minimum Education and Experience
  • Bachelor's degree in business or a related field, and at least five (5) years of progressive sourcing, contracting, management and/or related experience; or an equivalent combination of education and/or experience.
Certifications/Licenses
Required Knowledge, Skills, and Abilities
  • Previous supervisory experience.
Preferred Qualifications

  • Advanced degree such as MBA, purchasing or Lean Six Sigma certification.
  • Seven (7) years' experience.
