This position is designed as hybrid

How you make a difference in this role:

Environmental Subject Matter Expert - Interpret and consult on environmental regulations set forth by state and federal regulatory agencies as it applies to State-owned and leased buildings, property (including proposed land purchases), and capital projects.

Direct the actions of other State employees and contractors when their work can affect the health and safety of personnel within State-owned/leased buildings.

Review all Phase I Environmental Site Assessment reports prepared for all Land Transactions to confirm they are compliant with ASTM E1527-21.

Prepare a summary of Phase I ESA findings for SBC Land Transaction package.

If a Phase II Environmental Site Assessment is recommended by the environmental consultant, work with affected agency to determine if they want to proceed with further investigation; work with the Environmental Consultant contract holder to develop an appropriate scope of work for the Phase II investigation; assist agency with any questions regarding scheduling and budgeting; upon completion of Phase II report, prepare summary of report for the Land Transaction package; work with agency to determine what steps could be required with environmental regulators, if appropriate.

Review all proposed Capital Projects to determine what environmental issues may impact the project. o Provide environmental comments and/or scope and budgets associated with likely required environmental work to aid in the final budget preparation. Possibly provide small scale environmental assessments or hazardous materials abatement for proposed capital projects in the pre-planning phase if funding is available in the Environmental Consultant contract.

Once the Capital Project has been approved by the SBC and project development is underway, review the project drawings to confirm potential environmental issues that may develop over the course of the project; provide Project Manager (PM) and/or Development Manager (DM) with scope for needed environmental work and budgets (if necessary; monitor environmental needs throughout the course of the project; provide environmental consulting or regulatory assistance to PM/DM as needed when environmental regulatory agencies are involved.

Please note: The review of all proposed and existing capital projects requires training in Trimble/e-Builder to adequately process all the project review requests.

Job Overview:

  • Provide environmental consulting support to STREAM Facilities Management team and/or their FM contractor for any environmental issues that may arise in State-owned or State-leased properties.
  • Work with these teams when environmental issues (i.e., water intrusion concerns, mold growth, damaged hazardous building materials, and/or disposal of stored hazardous materials) are identified in/or these properties.
  • It should be noted the Facility Management contract does maintain environmental experts on staff, therefore, this position frequently directs FM and FM contract team members in handling any issue that involves potential environmental issues.
  • When emergency situations arise that require the assistance of the vendor of the Emergency Services/Restoration contract (currently held by Belfor), this position will be expected to provide direction on scope of work and handle any issues that may arise between the building occupants, Belfor, and FM contract team.
  • Provide consulting support for any State agency or Higher Education who do not maintain their own environmental compliance team. You will regularly work with personnel of all levels from general government and higher education in performance of their duties as an environmental, health and safety subject matter expert.
  • Depending on the size/scope of the requested environmental work, possibly provide small scale environmental assessments or hazardous materials abatement for these agencies if funding is available in the Environmental Consultant contract.
  • If the scope of the environmental requests will go above the threshold you set for small-scale programmatic work, work with the agency/higher education to identify an appropriate funding source for the environmental work.
  • Be prepared to walk the agencies/higher education staff members on the invoicing and billing process for the environmental consultant contract (see attached process).

Key Responsibilities:

Environmental Consultant Contract Administrator

  • As the environmental consultant contract approaches its end date, work with STREAM Contracts group, STREAM Capital Projects, the Department of Finance and Administration Office of Business Finance, and SBC members to develop a compliant RFP for environmental consulting services.
  • This requires an understanding of consultant needs and an understanding of budgets, including but not limited to how to obtain funding for the new contracts.
  • Work with STREAM Contracts group to obtain State personnel to act as review submitted vendor proposals.
  • Upon obtaining an environmental contractor who meets necessary qualifications, conduct negotiations with said vendor for contract labor rates. These labor rates will be written into the new contract and will be used throughout the contract term. To insure you have an adequate understanding of current acceptable labor rates, research other contract labor rates (preferably environmental contracts) in the southeast.
  • Throughout the term of the contract, this position will review proposed scopes of environmental work and will approve those scopes, if appropriate. (Expect to help develop scopes of work.) All approved work will be entered into the Trimble/e-Builder project software to ensure all approved work can be tracked and billed against.
  • Review and approve monthly invoices submitted to Trimble/e-Builder to insure they comply with contract requirements.
  • Make sure that all invoice entries are for the correct task authorization. Also ensure the subcontractor invoices match their proposals and adequately explain the work performed for that invoice.
  • Work with your environmental consultant to ensure you maintain adequate funds in each funding source.
  • There are currently three funding sources for the Environmental Consultant contract: Current Funds-Capital Maintenance (funding approved in the annual capital budget), Various Project Funds, and Various Agency Funds.
  • As the contract progresses, you will work with DGS Capital Projects staff, F&A, State Architects office, and SBC staff to obtain additional funding for the environmental contract, as needed.
  • Prepare GASB 49 remediation reporting at the end of each fiscal year.
  • Ensure contract holder provides financial data spreadsheet upon fiscal year close-out to get most accurate costs for remediation activities.
  • Prior to third week in August, provide Department of Finance & Administration with remediation information.

Minimum Qualifications:

Preferred Education & Experience: Bachelor's degree in Environmental Science, Biology, Geology, Engineering or related and 5 years of environmental program work. Necessary Special Qualifications: Determined by the appointing authority. Examination Method: Determined by the appointing authority.
