Overview

The Buyer II performs purchases of commercial and non-commercial products and services for purchases up to the simplified acquisition procedures (SAP) with a current dollar threshold of $150K.

The Buyer II must possess a thorough understanding of the Federal Acquisition Regulations (FAR) and have experience working within a CPSR procurement system.

Sierra Lobo, offers customers a full range of professional and technical capabilities, including Test and Evaluation, Systems Engineering, and Advanced Technologies. We also develop products and processes related to Cryogenic Fluid and Thermal Management Systems, Densified Propellant Management Systems, and Prototype Extreme Pressure and Temperature Systems. Our customers include the Department of Defense (DoD), the U.S. Air Force, U.S. Navy, U.S. Army, Missile Defense Agency (MDA), and the National Aeronautics and Space Administration (NASA).

This position is located at our Milan Ohio facility.



Responsibilities

TYPICAL FUNCTIONS

    Delegated authority and performs purchases of commercial and non-commercial products and services under $150K.
  1. Applies practical knowledge and experience gained from developing and implementing purchases that are in compliance with federal Acquisition Regulations (FAR).
  1. Works independently or provides guidance to others in the preparation of FAR-compliant solicitations for purchased products or services. Develops purchase orders for purchased products or services to satisfy requisition requirements. Obtains quotations, performs pricing analysis, and determines and documents price reasonableness. Places orders, in accordance with established procurement policies and procedures.
  1. Possesses and applies broad knowledge of procurement concepts, practices and procedures. Utilizes established FAR-compliant purchase order system and performs various procurement duties such as: processing purchase requisitions/orders; determining availability of ordered items and suggesting substitutes when necessary; advising expected delivery date and method of delivery; checking orders for accuracy and adequacy of information; establishing new supplier net-30 accounts; processing receipt reports expedite orders and develop reports to communicate status
  1. Responsible for all assigned purchasing and subcontracting orders.
  1. Interfaces with technical personnel and utilizes procurement skills and knowledge to guide them through the acquisition planning / simplified acquisition procedures.
  1. Generates/reviews purchase order modifications when applicable.
  1. Performs assignments that involve non-familiar concepts and nonstandard methods without explicit instructions as to work methods. Resolves non-routine procurement problems of a type that have not been previously encountered. Typically works independently, with seldom referral to others. Under minimal supervision, while planning and conducting assignments.
  1. Plans and conducts wide range of assignments. Assignments are broad in nature, requiring originality and ingenuity. The methods applied and regulatory and requisition compliance of the completed work are not normally reviewed or checked. Only new work is reviewed for regulatory and requisition compliance. Operates with appreciable latitude for
    non-reviewed action or decisions. Rarely requires the assistance of supervisor.


Qualifications

  1. Must be U.S. citizen
  2. Associate's Degree required and 3-5 years of relevant experience. Relevant experience in excess of 5 years may be substituted for an Associate's Degree
