Overview

The Senior Engineer within the Protective Systems Testing, Commissioning group will develop, organize, document and direct all commissioning activities related to relay protection and control systems for assigned capital projects and maintenance activities. Additionally, will support and provide guidance to other engineers on commissioning aspects of other projects. The Senior Engineer will plan, and schedule required testing of relay protection and control systems, while coordinating with other operations, maintenance and construction departments. Additionally, will develop and maintain all procedures and processes necessary for safe and reliable commissioning activities. The Senior Engineer will provide support and guidance to customers in various departments (i.e., Substation Operations, System & Transmission Operations, Central Engineering, and Electric Operations) before, during, and after the commissioning phase for each project.

Responsibilities

Core Responsibilities
  • Ensure all safety policies and procedures are followed and enforced and provide the needed leadership around promoting good housekeeping practices and the use of HPI while in the office or on field visits. Ensure compliance with environmental rules and regulations.

  • Review and comment on engineering scopes of work and design packages for upgrades to relay protection, control systems, and other equipment.
  • Attend capital projects meetings to ensure accurate testing schedules and outage plans.
  • Develop, organize, document, and direct commissioning testing of relay protection systems, control systems, and other substation equipment.
  • Ensure all test letters are issued in a timely manner and completed with all required commissioning documentation.
  • Provide technical guidance (including on-site support) of commissioning activities performed by PST, other departments, or contractors.
  • Develop requests for proposal (RFPs) and perform technical evaluations for commissioning vendors.
  • Make presentations as required.
  • Review and approve commissioning test results in order to place equipment and systems into service.
  • Support root cause analysis following relay issues and mis operations.
  • Support testing during preventative and corrective maintenance.
  • Develop and update testing procedures and processes and train Company and contractor personnel on the same.
  • Involvement with external organizations such as EPRI, IEEE, NATF, NERC/NPCC, etc.
  • Perform other related tasks and assignments as required.

Qualifications

Required Education/Experience
  • Bachelor's Degree in Engineering and a minimum of 8 years of engineering work experience in direct technical experience in any of the following areas: relay protection systems, control systems, power systems, power plant control systems and/or related equipment. or
  • Master's Degree in Engineering and a minimum of 6 years engineering work experience in direct technical experience in any of the following areas: relay protection systems, control systems, power systems, power plant control systems and/or related equipment.
Preferred Education/Experience
  • Bachelor's Degree In Electrical Engineering and a minimum of 8 years engineering work experience in direct technical experience in any of the following areas: relay protection systems, control systems, power systems, power plant control systems and/or related equipment.
  • Master's Degree In Electrical Engineering and a minimum of 6 years engineering work experience in direct technical experience in any of the following areas: relay protection systems, control systems, power systems, power plant control systems and/or related equipment.
Relevant Work Experience
  • Requires direct, technical work experience in relay protection systems, control systems, power systems, power plant control systems and/or related equipment.
  • Must demonstrate the ability to learn and apply new topics, required.
  • Must have strong computer skills including Microsoft Word, Excel, PowerPoint and VISIO, required.
  • Must be able to deliver exemplary customer service and develop a team spirited work environment in support of Con Edisons corporate values and mission, required.
  • Must possess superior oral and written communication skills, champion change and have the ability to influence others in order to improve the management process, required.
  • Must be well organized, detailed oriented, flexible to handle multiple assignments and meet deadlines, required.
  • Must be able to exercise independent judgment and possess the ability to render sound business decisions, required.
  • Knowledge of contract management processes, preferred.
  • Acute knowledge testing procedures/processes including outage requirements, preferred.
Licenses and Certifications
  • Driver's License Required
Physical Demands
  • Ability to respond to system emergencies
  • Ability to climb ladders and stairs
  • Ability to work on elevated platforms, scaffolds, catwalks, roofs, and/or other equipment
  • Ability to work in inclement weather and adverse conditions (i.e., excessive heat, cold, noise, confined spaces)
  • Ability to work with, and in, the vicinity of high voltage and/or other high-energy systems
Additional Physical Demands
  • The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
  • Must be willing and available to be on call, work off shifts, weekends, holidays and overtime as operating and system conditions require.
  • Must be able and willing to travel within Company service territory, as needed.
  • May require local and out-of-town travel and representation of the Company at information exchange meetings, including EPRI and NATF.
