Performance Management and Internal Controls Program Analyst, Senior

The Opportunity:

In this role you will provide expertise, guidance, facilitation, and thought leadership to the customer and project team to execute a Budget Program Performance Management Strategy and Internal Controls Program. Leverage specialized expertise in fields, such as strategy, policy and planning, analysis, business, administration, and management, ensuring quality is an integral part of the development and design of products and services. Review and respond to a wide range of efforts that run the full spectrum of strategic and business-related activities. This includes such efforts as crafting strategic plans and business planning, programmatic issues, resource and performance management, and the integration of various studies and plans into an executable program.

You will also perform outreach activities within the Intelligence Community and the Combatant Commands.Coordinate with analysis offices to develop meaningful, measurable, outcome-based metrics indicative of their respective programs. Apply a data-driven metrics strategy to shape the performance management program.

Additionally, you will monitor products and deliverables throughout their life cycle, validate and verify adherence to specified requirements through test and measurement activities, and manage quality assurance activities.

You Have:

  • Experience with developing Congressional Budget Justification Book (CBJB) Expected Accomplishment statements, Performance Measures, and establishing monitoring regimes and reporting frameworks

  • Experience performing quantitative and qualitative assessments of an organization's budget program performance

  • Experience with strategic planning and business planning, programmatic issues, such as Program Management Reviews, resource and performance management, and the integration of various studies and plans into an executable program

  • Knowledge of the National Security Strategy, Defense Planning Guidance, Consolidated Intelligence Guidance, Intelligence Community Plans, and NSG Planning documents

  • Knowledge of the GEOINT discipline and Intelligence Community

  • Ability to conduct research and gap analysis and facilitate the corporate delivery of responsive solutions that address stakeholder needs

  • Ability to collaborate with customer leads, then recommend and implement process improvements to advance the efficiency and effectiveness of the performance management program

  • Active TS/SCI clearance; willingness to take a polygraph exam

  • Bachelor's degree and 11+ years of experience in a functional or cross-functional business field, or 19+ years of experience in a functional or cross-functional business field in lieu of a degree

  • Experience with IC research tools or databases

  • Experience with coordinating activities performed by specialists or other staff

  • Ability to manage competing priorities

  • Possession of excellent oral and written communication skills

  • Possession of excellent grammatical, analytical, and organizational skills

  • PMP, RMP, Lean Six Sigma, or other professional certifications

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $77,600.00 to $176,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen's total compensation package for employees.
